Brief Introduction

REACH Ethiopia envisions contributing the development and wellbeing of humanity through innovation and maximizing the utilization of opportunity available for the generation. The major goal of REACH Ethiopia is health service delivery commitment and contributing its part to improve the general health service and wellbeing of the disadvantaged community in move towards the sustainable development goal.
REACH Ethiopia is currently implementing USAID Urban TB LON and Eliminate TB Projects in 2 City Administration (Addis Ababa and Dire Dawa) and 3 Regional States (Harari, Sidama and SNNPR) to contribute towards ending Tuberculosis through finding missing people with TB to access early diagnosis, care and treatment services. There is a project funded by Stop TB Partnership – TB REACH WAVE 9 Grant – on improving the treatment outcome of DR-TB Patients in the two TICs (Alert and St. Peter’s Hospitals) in Addis Ababa.
REACH Ethiopia is seeking a TB Health System Strengthening (HSS) and Organizational Capacity Development Manager (OCD Manager). The TB HSS and OCD Manager will be responsible for developing the capacity of REACH Ethiopia and other CSOs and local organizations to move towards effectively establishing local organizations network (LON) that can shoulder TB Programming in the country in line with NTP strategic plan and directions and improve overall organizational sustainability and leadership. S/he will design and provide a comprehensive package of capacity development activities that support the technical and institutional development of partners working with USAID Urban TB LON Project.
Answerability and Position in the organization
The TB HSS and OCD Manager reports to Planning and M&E Director.
Essential Duties and Responsibilities:
- Deliver all capacity development-related activities for LON Partners and their networks in diverse areas of organizational development (leadership and management, financial management, human resources management, partner relations, communications, monitoring and evaluation, grant management, technology utilization and others) as per the NUPAS and OCA tools of USAID;
- Work closely with selected local partners to ensure adequate capacity is built in various areas of the program;
- Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, using peer learning and other methodologies;
- Ensure flexibility and high quality of the capacity development support provided to the partners;
- Ensure integration of organizational capacity development with other technical support the project will provide to partners;
- Lead in program monitoring, evaluating, learning and periodic reporting related to organizational capacity building;
- Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation on organizational capacity development;
- Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.

Job Requirements
Qualifications:
- Degree (post-graduate or higher) in relevant subject (social sciences) with strong grounding in organization development;
- At least – 5 years working experience including:
- In-depth knowledge of USAID organization development tools (NUPAS and OCA tools);
- Demonstrated strong analytical, leadership and interpersonal skills;
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
- Proven ability to prepare budgets and donor financial reports;
- Demonstrated capacity and prior experience in supervising others as a coach/mentor to train staff and develop financial skills of colleagues;
- Excellent oral and written communication skills.
