Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.
Purpose of the position:
The SPIR II NRM/DRR/CCA Officer will facilitate the planning, implement, monitor, document and integration of recommended and planned appropriate community-based, sustainable NRM/DRR/CCA programming models in the SPIR II implementation context. She/he will provide facilitation, coordination and support for implementation activities as of guidelines, training materials and modules and their associated roll-out and cascaded trainings. The SPIR II NRM/DRR/CCA Officer will provide close facilitation, supervision and monitoring of all NRM/DRR/CCA implementation with a view to support ongoing quality improvement processes in the Woreda. She/he will also network and collaborate closely with government stakeholders, other NRM/DRR/CCA program implementers in the Woreda.
Major Responsibilities:
Provide technical facilitation and guidance roles for implementation activities as per guidelines, contexts and models
- Facilitate which include activities during the R&I period, testing new program components, and ongoing learning to refine NRM, DRR or CCA program activities
- Carry out the guide developed by NRM/CCA & DRR advisor towards achieving the best performance and contribute to the consortium member NRM/CCA & DRR best practices achieved at the targeted areas, document and communicate to the respective bodies
- Facilitate and participate in organizing exchange visits, peer to peer learning among community/joint learning events, tailoring training materials.
- Woreda level network NRM/DRR/CCA interventions with other RFSA staff, other implementers, and Woreda sector offices to exchange ideas, learning and avoiding duplication of program activities
- Facilitate and participate in organizing exchange visits, peer to peer learning among community/joint learning events, tailoring training materials.
- Identify and document key learning results related to NRM/DRR/CCA program refinement both during the R&I period
Training and Technical Support
- Cascade and/or adapt NRM/DRR/CCA program model guidelines based on learning and experience from previous programming, area contexts and/or R&I period studies or pilots.
- Provide train and capacity building for target community members, committees on user groups NRM/DRR/CCA related activities at Zonal/Woreda and Kebele levels.
- Support Woreda level NRM/DRR/CCA staff to consistently provide high quality technical support and follow-up to the experts, Development Agents Woreda level and Kebele level.
- Build capacity of Woreda staff and communities and maintaining current trends and adopting innovations
- Conduct joint regular field visits, review and/or targeted training events based on assessed needs of Woreda.
Coordination and integration
- Ensure strong coordination and integration NRM/DRR/CCA activities with RFSA interventions and relevant Woreda sector offices activities to create synergy and achievements
- Ensure that DRR issues are sufficiently integrated throughout the program and document emerging learnings and innovations are also applied to the DFSA II NRM/CCA & DRR modules
- Participate in coordination and/or joint-planning meetings with other RFSA staff and Woreda experts working in the areas of NRM, DRR or CCA
- Integrate and leverage NRM/CCA & DRR activities with other purposes within SPIR II (Agriculture, Livelihoods, Gender, Youth, Nutrition and WASH).
- Establish a strong collaboration and coordination functions with key Woreda level sector offices and nearby research centers
Quality Assurance and routine monitoring
- Cascade and contextualize quality assurance monitoring processes and tools with guidance of RFSA MEL team of underperformance or capacity gaps, and target support or specific methods for improving staff understanding or capacity.
- Carry out the guide developed by NRM/CCA & DRR advisor, Learning Advisor and MEL team towards achieving the best performance and contribute to the consortium member NRM/CCA & DRR best practices achieved at the targeted areas, document and communicate to as per the guidance of NRM/CCA & DRR Advisor and Learning Advisor further studies
- Work with MEL team, identify, records and track key performance indicators and raise areas of underperformance to the appropriate manager or NRM/CCA & DRR Advisor to improve quality and measureable achievements in the areas of NRM/CCA & DRR
Collaboration, reporting and learning dissemination
- Identify and network with other relevant NRM/DRR/CCA learning or research platforms at Woreda and zone to exchange ideas and learnings
- Develop and maintain relationships with sector offices local and International NGOs, local research center, for technical quality, harmony of approaches and improve implementation quality and sustainability of interventions in the Woreda.
- Identify key approaches/technologies on NRM/DRR/CCA areas with local/nearby researchers and other stakeholders for piloting and demos.
- Lead the review, synthesis and write-up of Woreda level NRM/DRR/CCA activity results for monthly, quarterly and annual reports.
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
Required Professional Experience:
- A minimum of 5 years working experience in NRM/DRR, Public works and CCA programs in a rural development context.
- Demonstrated technical facilitation and coordination n the NRM/DRR/CCA fields in Ethiopia, with an established reputation for contributions in coordination and integration, networking with stakeholders.
- Strong interpersonal, networking and facilitation skills.
- Excellent analytical, oral and written communication skills.
Qualification required:
- NRM/DRR/CCA professional with BSc in Climate Change/Environmental Science, Natural Resource Management, Forestry or Other Related Natural Science equivalent combination of education and work experience
Preferred Knowledge and Qualifications:
- Knowledge of community-based NRM/DRR/CCA interventions, implementation, facilitation and monitoring including soil and water conservation methods, compost preparation, and application, tree fertilizers, integration of multi-purpose tree species, and other climate smart agriculture techniques are all strongly preferred.
Working Environment / Conditions:
- Travel up to 25% of time.
