About GOAL
GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.
GOAL is a non-for profit organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

ABOUT THE POSITON:
To ensure GOAL Ethiopia’s emergency and development WASH programming in the field are well plan, implement, and monitor and timely accomplish the project activity. S/he will be totally responsible to oversee the successful and quality implementation of water supply and sanitation facilities constructions in the assigned zone/region and accountable for reporting the progress of WASH implementation to the head office WASH team on weekly, monthly and quarterly bases. S/he will be responsible for coaching all the WASH staffs working in the area of assignment. S/he is expected to check and ensure regularly that effective integration is exercised b/n WASH, Health, and nutrition in the whole course of the project implementation.
The post holder is solely responsible to represent the organization in different related field level taskforce meeting and report any development immediately to the head office WASH team and update to his subordinate as well. The post hold has also team leading and management role with in his level under guidance of the field manager.
Key Areas of Accountability/Duties
· Direct implementation of the WASH projects in the assigned zone/region.
· Develop detailed work plan and implement the project activities (latrine construction, the water supply rehabilitation and hygiene and sanitation activities) as specified in the work plan.
· Monitor and follow up timely and quality implementation of all activities (latrine construction, the water supply rehabilitation and hygiene and sanitation activities).
· Report to the HO WASH team and the assigned zone/region manager on the progress of latrine construction, the water supply rehabilitation and hygiene and sanitation activities, and other relevant update on monthly basis.
· Take measurements of the construction activities, prepare payment certificates together with the contractors and send the payment certificates to HO for approval and payments;
· Foster cooperative professional relationship between communities, technical experts, and service providers;
· Develop hygiene education training sessions and tools;
· Conduct trainings for HEWs and Community Outreach Workers on hygiene promotion;
· Conduct and closely monitor the distribution of WASH NFIs;
· Train local communities/caretaker of beneficiaries on water storage and management;
· Plan and implement Sanitation and Hygiene promotion sessions with carers of the programme beneficiaries;
· Develop or adhere tools for monitoring of WASH programme activities;
· Conduct training for WASHCos and ensure that the WASHCos are well functioning;
· Supervise activities related to household latrines;
· Any other hygiene and sanitation based activities agreed with HO WASH team;
· Conduct water quality assessments and disinfect sources as required;
· Represent WASH task force meetings in the area and report the 4Ws matrix and progress reports to the platform
· Coordinate field assessments in order to map areas requiring new water sources;
· Arrange and coordinate meetings with community leaders in collaboration with the concerned actors;
· Initiate procurement to ensure adequate supplies for water, hygiene and sanitation activities for the project.
Assist with any other duties as required by the regional/zonal programme manager and HO WASH team.
SKILLS & BEHAVIOURS
Bachelor’s Degree in water supply and environmental engineering, Water Resource engineering, Hydraulic Engineering or related field with 4-5 years of relevant experience preferably with an NGO setting with the following competence;
· Demonstrated experience in both emergency and development WASH response
· Good demonstrated experience in using AutoCAD and WaterCad software
· Substantial knowledge, understanding, and ability to form and conform engineering design and construction contracts, bills of quantities, and specifications
· Ability to exercise sound judgment and make decisions independently
- Extensive experience of contract administration including change order control and negotiation(s), auditing for performance, and close-out
· Extremely flexible, and have the ability to cope with stressful situations and frustrations
· Creativity and the ability to work with limited resources
- Cluster meeting representation and report writing skills
Excellent communication and coordination skill, preferably with the community and woreda line departments government.

Job Requirements

- Proven and significant 5years experience in International procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.
- Field level experience in Procurement for INGOs in international development and emergency programmes.
- Knowledge of key institutional donors and their compliance requirements in respect of logistics and procurement
- Degree/Masters or Certification in Supply Chain/Logistics Management, Business Management or related field preferred.
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
- Commitment to GOAL’s values.
- Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
- Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
- A high level of computer literacy (Word, Excel and other computer package are an added advantage)
- Experience working with at least two of the following donors; BPRM, UNICEF, DFID, UNOCHA, UNHCR, ECHO, and EU with knowledge of donor guidelines.
- Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
- Must be able to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements.
· Fluency in English, both written and spoken.
· Flexible to work at odd hours and willingness to travel to the field offices
Desirable/Advantageous Credentials:
Strong experience of engineering and construction related project management and design of buildings in developing countries.
- Proven experience in WASH in health facilities implementation, including in outbreak situations, CLTS and other WASH approaches is an advantage.
- Familiarity with relevant standards and guidelines for WASH in health facilities and community is a must.
- Extensive experience of contract administration including change order control and negotiation(s), auditing for performance, and close-out
- Proven experience in capacity building, supervision and monitoring of WASH technical aspects.
- Skills in the use engineering software for design of WASH projects.
- Experience of proactively identifying and addressing issues
- Ability to demonstrate theoretical aspect of community mobilization in to practice.
- Strong organizational skill and experience with work planning and timetabling
- Excellent communication and coordination skill, preferably with the community and woreda line departments government
- Ability to understand the cultural context of the community and use that culture as an input for community mobilization.
- Accountability & responsiveness within areas of responsibilities,
- Passionate, strongly dedicated and highly committed to work for the improvement of the poor community.
