Job Summary:

As a lead for the Catholic Relief Services’ (CRS) RFSA team for knowledge management, you will facilitate the achievement of RFSA objectives through developing and implementing a comprehensive knowledge management and adaptive management strategy. You will also provide technical guidance and advice to staff and implementing partner(s) advancing CRS work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that RFSA applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will guide the team in capturing all types of knowledge and ensuring the knowledge is used for realization of the projects objectives. You will oversee creation and management of effective web-based platforms for knowledge collection and dissemination and act as content manager of the platforms to facilitate knowledge sharing within the RFSA. You will also lead the process of scenario planning and monitoring to ensure RFSA is well positioned with response options incase implementation context changes because of insecurity, drought and other contextual shocks.

 

Job Responsibilities:

·       Organize and lead design and implementation of knowledge management and adaptative management strategy and tools as outlined in the detailed implementation plan in line with CRS program quality principles and standards, USAID-BHA requirements, and good practices.

·       Oversee creation and management of effective web-based platforms for knowledge collection and dissemination and act as content manager of the platforms to facilitate knowledge sharing within the RFSA.

·       Ensure learning consistently accompanies RFSA activities throughout the project cycle by ensuring adherence to the knowledge and adaptive management strategy.

·       Support accountability through coordinating monitoring and evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

·       Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

·       Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

·       Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.

·       Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices. Compile, organize, update and index data, reports and available documentation.

·       Liaise with communication officer and other RFSA to oversee creation and dissemination of monthly RFSA semi-annual newsletter and content for public awareness and reporting.

·       In collaboration with Communication Officer and CRS Ethiopia communications team, assist RFSA staff in researching, writing, and/or editing RFSA materials for internal and external audiences, e.g case studies, lessons learned, basic communication materials, reports, and position papers.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

·       Bachelor’s Degree required. Degree in communication, knowledge management or related fields would be a plus.

·       Academic or working knowledge of current and rigorous social research analytic methods for measuring program and project performance as well as agency performance.

·       Excellent oral and written English communication skills

·       Experience working with partners, participatory action planning and community engagement.

·       Demonstrated ability in database development, data collection and analysis a plus

·       Excellent ability to synthesize research findings for a variety of audiences

·       Experience monitoring projects and collecting relevant data.

·       Experience in developing high quality performance and research reports.

·       Proficient in developing and using knowledge management tools including learning management systems, client relationship management system, and  knowledge base.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

·       Willingness and proven ability to learn new software and applications
