Habitat for Humanity Ethiopia (HFHE) started operation in 1993 as a branch of Habitat for Humanity International (HFHI). HFHE has provided simple, affordable shelter for families in Ethiopia while also working to improve Water, Sanitation and Hygiene and empower Vulnerable Groups in the country.

Job Purpose:

Reporting to the National Director (ND) and a member of SMT, the Senior Human Resource Specialist (SHRS) will lead and direct the Human Resources (HR) cycle including familiarization of HR Manual to staffs (new and/or existing), job design, HR planning, recruitment and selection, onboarding and induction, safeguarding, assessment and appraisal, training and development, engagement and reward, career management and succession planning, and exit. The Senior HR Specialist will also look after administering pay, benefits, and leave, and enforcing HFHE HR Manuals, policies, and practices.

Main duties and responsibilities:

 HR team management

  • Directly manage the HR team including recruitment, day-to-day management, development and training, appraisal, mentoring and coaching etc.

Recruitment and selection

  • Manages the talent acquisition process of HFHE, which may include recruitment, interviewing, and hiring of qualified job applicants; collaborates with departmental managers to understand skills and competencies required for openings.
  • Coordinate and organize HR systems to ensure smooth due processes in the selection and onboarding phase; background checks, offer & contracts, email set-up, induction, and orientations etc.
  • Develop recruitment matrices and strategies to ensure timely and optimum staffing in HFHE

Employee Relations

  • Develop & review policies for HFHE which included staff handbook, HR, and Admin related procedure manuals, to ensure that the documents & practices meet the requirements of HFHI policy and procedures, Local labor Laws and other statutory requirement.
  • Generate HR reports, matrices, data, and analyses on a regular basis, e.g., staff turnover, engagement, retention and together with the ND and HRLOD team suggest improvements
  • Ensure compliance to HFHE policies, procedures, systems, and donor regulations as well as ensuring correctness of necessary documentation such as timesheets, leave forms, payrolls and exit interviews.
  • Support line managers on disciplinary action and grievance procedures, ensuring that the correct procedures are followed, and records are kept in accordance with HFH Ethiopia and local labour law.
  • Help maintain a healthy and empowering office environment that encourages open, honest, and productive communication.
  • Ensure the timely processing of new contract, contract extension, staff transfer, promotions, and other change of status.
  • Conduct periodic office climate assessments and advise management as appropriate on suitable solutions and achievement of high levels of employee morale, commitment, and performance.

Compensation and Benefits

  • In coordination with the Area office support in developing an overall compensation philosophy (salary increase, salary and benefits structure, timelines etc.) including participating in salary and labour market surveys.
  • Ensure the timely and efficient payroll preparation for accurate data on donor code, number of days, benefits.
  • Coordinate employee benefits such as Medical Insurance, Social security, pension and ensure timely renewal and efficient cost – benefit analysis

Performance management & Learning and Development

  • Coordinate the performance management system consistently and effectively to foster a performance-based culture across HFHE.
  • Support employees and Line Managers on all performance management issues, setting goals/objectives, monitoring performance, and giving and receiving timely and effective feedback, managing poor performance etc.
  • Provide line managers with training, advice, mentoring and coaching on performance management or any other relevant areas of HR management or procedures for their HFHE team.
  • Support line managers to identify training needs for staff, develop annual staff training and development plan in accordance with HFHI Learning and Development strategy.
  • Source in-house and external training opportunities as appropriate, working within budgetary and operational constraints, as well as promote the usage of Habitat Learns platform for all staff.
  • Coordinate effective training/ socialization of the performance management system (part of ERP) once deployed across the program and ensure everyone understands the system, it benefits and importance
  • Creates learning and development programs and initiatives that provide internal development opportunities for HFHE employees.

HR Compliance

  • Ensures smooth running of the work by addressing any employment relations issues, such as work complaints.
  • Oversees employee disciplinary meetings, terminations, and investigations. 
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Delivers all aspects of HR services and provide regular reports of HR department’s performance to ND
  • Ensures all employees are kept abreast of HFHE’s HR Manual and emergent policies, procedures and guidelines.
  • Make sure that employees’ files are up-to-date and auditable as per HFHI standards and any relevant donors’ requirements.
  • Implement Audit and compliance recommendations as and when they arise in relation to external, internal audits report and internal control issues.

Safeguarding and DEI (Diversity, Equity, and Inclusion)

  • Ensures that any inappropriate behavior that could potentially harm employees and affect HFHE reputation is reported, investigated and relevant measures taken. And also archived all documentations and closed cases.
  • Coordinate safeguarding mainstreaming in all HFHE units in the annual working plan and periodic performance report.
  • Ensure consistent application of HFHI safeguarding and protection policies and in coordination with the ND, support in training and sensitization on Code of Conduct and other policies HFHI policies.
  • Demonstrate sensitivity and understanding of systemic diversity and cultural differences; ensure that DEI is addressed in HFHE staffing and programming.

Change management

  • Work with the ND and Regional Change Management Specialist to ensure alignment of the HR projects in HFHE and current organization change initiatives and strategies
  • Actively seek and share best practices in INGOs and the business sector to improve quality of the HR product across in HFHE.

Terms of employment: Two year with possibility of extension

Job Requirements

Qualification

  • A university degree in Human Resources Management or Administration, Sociology, Public Policy/Administration, or other similar discipline.
  • A Higher National Diploma (HND) in HRM and or any other HR certification an added advantage.
  • At least 5 years progressive experience in a similar position preferably in INGO sector with at least 2 years in an HR Officer position.
  • Proven experience of providing leadership on all HR issues at the same time balancing the strategic role with the need to deliver effective day-to-day HR administration services.
  • Critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards.
  • Strong experience of implementing HR policies, procedures, and systems
  • Early-career level with limited prior training or relevant work experience.  Able to perform a range of assignments related to the role.  Understands key department goals, projects, and processes.
  • Solves typical problems, analyzing possible solutions using technical experience, judgment, and standard practices.

Skills and Knowledge

  • Proven ability to influence and negotiate with internal and external audiences including in complex and stressful circumstances.
  • Ability to advice and support field staff in a consultative manner.
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.
  • An understanding of DEI awareness.
  • Sensitivity to cultural differences and the ability to work with a wide variety of staff with different cultural background.
  • Committed to HFHI principles.
