Job Purpose

The post holder will provide strategic guidance and leadership under the supervision in regular consultation with the supervisor, implements emergency preparedness and response at Afar, Zone 1, Chifar, Logia and Zone-4 Ewa, Awra, Gulina, Teru and Yalo Woredas. Responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency Food, NFI and WASH interventions to advance the survival and well-being Internally Displaced People (IDPs) and communities who affected due to ongoing Tigray Crisis.

He/she will lead the design, monitoring and evaluation of Islamic Relief’s emergency related Food, safe Water and NFI supplies together with the sanitation and hygiene and protection mainstreaming components.  He/she will lead the overall humanitarian intervention in and provide technical support in all thematic areas to the field teams and represent Islamic Relief in the Regional forums and other related clusters. Central to his role will be building the capacity of right holder community, field staffs under his monitoring and relevant partner offices staffs.

Major Duties and Responsibilities

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. To improve the living condition of target IDPs and host communities. Senior Emergency Project Officer will be primarily responsible to design, plan, implement, monitor and evaluate Islamic Relief’s Integrated Emergency Project in coordination with his subordinates and supervisor. He/she is ultimately responsible for getting projects are accomplished as per plan and terms conditions.

Emergency Preparedness and Response

 

·         Identifies formal and informal sources of information and Collects, and report all available data on the evolving emergency situation.

·         Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures.

·         Assists in organizing, mentor and couches project staff and partners to strengthen the capacity building in emergencies preparedness and response.

·         Ensure that activities and targets are achieved through regular monitoring and supervision.

·         Provides input in and contributes toward determining priorities and an appropriate intervention by Islamic Relief and coordinates with other partners to make a rapid assessment covering priority areas.

·         Collaborate with community groups, IDPs, government, UN agencies and other partners who are active in emergency intervention in the area like Zonal and Woreda administrations and water sector and Disaster Preparedness Food Security Coordination Office (DPFSCO) officials so as to establish conducive working environment, promote transparency, ensure support of sector offices, increase stakeholder participation.

·         Ensure the timely delivery of assistance and procurement of supplies, and monitors the appropriate and effective use of Islamic Relief resources. Identifies problems and constraints in project delivery.

·         Share weekly Humanitarian situation reports to CO, donors and other concerned stakeholders as required.

·         Assists in identifying longer-term requirements of the emergency intervention/operations with monitoring trends.

 

Emergency Project

 

·         Participates in the implementation of plans of action for emergency project under his assignment.

·         The development of detailed implementation plans, maintaining WASH, NFI and Food rapid response capacity, and monitoring program delivery in line with Islamic Relief minimum standards for Food, WASH and NFIs according to standards, policies and procedures of the organization and donor.

·         Undertakes day to day field visits to IDP sites, to assess local conditions and monitor project progress. Carries out project administration. Prepares inputs and updates for further appeals related to emergencies.

·         Collect, analyze and document lessons learnt from IR’s emergency operations experience.

·         Works with other IR partners, stakeholders and colleagues to make sure that disaster prevention, mitigation, preparedness and response strategies are mainstreamed.

·         Actively play a role towards community empowerment through community mobilization strategies and approaches, design operational strategies for community participation as working committees, women group, youth group etc.

·         Prepare project annual and quarterly action plans and budget, when approved implement to achieve intended objectives, outputs, activities and targets;

·         Prepare and submit regular project reports to Country WASH Program Coordinator and Respective Regional offices.

·         Manage project staff performance and development under his/her supervision;

·         Perform other functions as requested by program manager.

Job Requirements

Requirements:

Education and Work experience

  • BA /MA in Social Science, Development Studies, rural development and related social science fields of studies and/or other related disciplines.
  • For BA 8 years and above of relevant work experience and for MA 6 years and above relevant work experience in emergency programme/project development, planning, implementation, monitoring, evaluation or administration. Preferably, field work experience in humanitarian programming.
  • Out of which at least two years’ practical INGO experience of managing development & Emergency projects in Afar regional State is desirable.
  • Training/experience in emergency response management highly desirable.
  • Nationality: Candidates should be NATIONALS of Ethiopia.

Personal skills

  • Demonstrated skills in design preparation of emergency projects;
  • Proven skills in project planning, design, implementation, M&E;
  • Demonstrated ability in proposal and report writing skills;
  • Proven management and people coaching, mentoring and supervisory skills;
  • Proven communication, diversity and inclusion, Integrity and working with people skills;
  • Knowledge of the government current systems and policy environment specifically at Woreda level;
  • Excellent oral and written communications in English language is mandatory and Afar language is preferable.
  • Demonstrated skills working in window computer programs.
  • Female candidates are highly encouraged.
