Job Description
The Security Coordinator is responsible to assist the Security Manager – Ethiopia to promote and support the success and safety of Amhara PIE programs, staff, and facilities. This position will also help develop and maintain security and evacuation plans, assist with the development and enforcement of security policies and procedures in line with security manager. Safety and Security Coordinator regularly train national and international staff on security measures and risk redaction mechanisms. The Security Coordinator will occasionally make site visits to program areas to evaluate safety and security situation on the ground especially in location where security concerns is high and produce written reports on such visits. This position will also help facilitate the community acceptance model of security in project area communities.
Job Requirements
• Develop and maintain relationships with diverse personnel who impact security of PIE organization’s personnel.
• Assist in developing and update as required the security guidelines, SOP’s and Contingency Plans for PIE.
• Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented
• Ensure that incidents in the PIE Ethiopia follow the procedure of reporting as set up by Global Hub/ Regional Hub and are distributed to the correct authorized persons/ offices
• When directed, carry out investigations and capture lessons learned to be incorporated into future staff trainings
• Recommends changes in PIE security plans as needed.
• Ensure induction security briefings are conducted to all arriving staff, visitors or volunteers
• Oversee the recruitment of Security Guards and engage in addressing control gaps across offices, recommend disciplinary action and termination of staff in consultation with the relevant time manager
• Attends security coordination meetings and provides updates on current security issues in the area of assignment
• Liaison with local and regional officials, UN, NGO and other agencies regarding security issues in the planning, coordination, promotion of, and support for existing PIE projects in coordination with Country Safety and Security Manager.
• Collect, author, compile and analyze security related reports, SOP’s and humanitarian related intelligence from multiple sources and regions ensuring PIE’s security posture is current and relevant to the situation on the ground
Work to insure the flow of reliable information and resources are provided up and down the chain of command
Compliance (25%)
• Ensure weekly security reports are completed and submitted, providing timely updates of all situational and security developments including investigation of security incidents
• Conducts and submits Security Risk Assessments of PIE programs, as required.
• Conducts and submits full PIE Site Security Surveys of every site visited.
• Support in monitoring the security preparedness of the organization and works to enforce staff compliance with internal security policies and SOPs
• Make frequent site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted. Maintain open lines of communications with all field staff
Training/ Capacity Building (25%)
• Support Safety and Security Manager in the determination of training needs for PIE staff and the timely implementation of PIE’s Safety and Security training plan
• Train PIE staff in various locations in all safety and security procedures and policies with the support Program Area Management team or Security Focal Persons as well as CO departments to address issues of Safety and Security.
Qualifications/ Experience Essential:
• BA Degree in Security Management, Social Studies or related fields of study.
• At least three-year relevant experience, preferably in INGO
• Must have Military or police background
• Knowledge of local security rules, regulations and procedures
