Background
In Ethiopia, iMMAP Inc. implements Information Management support projects aimed at strengthening coordination mechanisms in information management by enhancing Clusters, Coordination Mechanisms, National/Regional Disaster Risk Management Bureaus, INGOs and NNGOs in Ethiopia. iMMAP Inc.’s support promotes a shared and complete understanding of the Ethiopia humanitarian context through the provision of Information Management support and capacity strengthening to humanitarian clusters, UN Agencies, INGOs, government and NNGO actors. iMMAP Inc. provides direct and needs-based IM service to humanitarian responders in Ethiopia through a service desk approach named Humanitarian Information Support Team (HIST). iMMAP Inc. also provides mentoring and coaching to the humanitarian partnerss across Ethiopia through direct Capacity building workshops with humanitarian partners, as well as via online training portal and IM community of practice.
As a member of the country senior management team, the Project Coordinator is responsible for the management and deliverables of iMMAP Inc Ethiopia, including HIST project management, monitoring and evaluation, communications, and partner management.
Description of Duties
Project Management
- Support Country Representative in the overall implementation of the project ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken.
- Develop an implementation strategy which is appropriate to the country context and strategy.
- Plan the mobilization of resources for the implementation of project activities.
- Manage a comprehensive activity plan, including resource needs analysis, covering the time frame.
- Proactively inform iMMAP Inc. Country Representative of identified opportunities, risks and risk mitigation relevant to the project planning and implementation.
- Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential of future project extension and expansion.
- Support project implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out
- Where required, provide quality review and approval of HIST outputs and services, prior to finalization and delivery to the client.
- Lead development and analysis of IM product supply gaps analysis – identifying gaps and opportunities to engage with partners, clusters and WGs to strengthen their IM capacity and product development.
- Consider and propose options for consolidated/themed reports, from HIST IM product outputs to improve synergies and cross-thematic areas analysis.
- Management of EDRMC & OCHA IMOs, working closely with them to ensure close coordination with iMMAP HIST, and establishing strong working relationships with both teams. and identify new opportunities for analysis and IM products or services.
- Management of HIST Capacity Strengthening activities overseeing the design and implementation of a high quality, innovative and needs based virtual IM (online) learning project.
- Ensure all HIST related products and services are available through a central user-friendly landing page.
Operational
- Develop technical Standard Operating Procedures (SOPs), guidelines, templates, and tools for IM services and provide SOP briefings and trainings to HIST members.
- Develop the methodology to produce humanitarian situation monitoring reports through Secondary Data Review, upon the request from HIST partners and stakeholders.
- Develop and build an effective iMMAP Inc. project team through consultative leadership and a transparent and supportive communication structure.
- Liaise with other iMMAP Inc. Country programs to share and identify best practices in technical project design and implementation.
- Provide technical support to the HIST, if beyond the capacity of the Senior IMO and other IM staff.
- Complete monthly review of quality of IM products produced by IMOs to ensure products are of high quality, easy to understand and contain relevant information. Provide feedback and recommendations.
- Conduct quality assurance on the IM product development processes, to ensure products are developed using the most appropriate tools and methods and ensure the efficiency of the HIST.
Capacity Building and Staff Management
- Provide technical support to the iMMAP Inc. Inc. national team, including updating training content and planning online learning activities such as webinars.
- Mentor iMMAP Inc. Inc. national staff to build capacity in GIS and data management, geospatial analysis, data analysis, secondary data review, data management and analysis, executive writing and reporting, data visualization, and IM product design.
- Lead periodic information management knowledge-sharing sessions with the iMMAP Inc. Inc Ethiopia team, sharing updates on ongoing IM products and activities, and promoting good practices.
Communication and Reporting
- Ensure timely and accurate reporting of activities to iMMAP Inc. to donors and implementation partners.
- In liaison with Global Communications Unit’s Communication Task Force (CTF) Coordinating Officer, the Project Coordinator serves as the Ethiopia Communication focal point, maintaining regular collaboration with the global communication team through active participation in monthly CTF meetings to discuss progress, challenges, and strategic direction.
- Ensure alignment with global communication standards by implementing iMMAP’s global communications strategy, style guide, and reporting requirements.
- Coordinate with Country Representative, Global Communications Unit’s CTF Coordinating Officer and Digital Communication Officer in drafting and publishing Ethiopia newsletter.
- Coordinate with program teams to gather impact stories, achievements, and key statistics for communication materials.
- Coordinate with CTF Coordinating Officer in producing articles to be published on iMMAP’s Newsroom.
- Produce regular project snapshots and updates for stakeholder communication, featuring key achievements, beneficiary impact, and project milestones.
- Create and maintain the Ethiopia country office section of the iMMAP annual report.
- In coordination with Global Communications Unit’s Digital Communications Officer, develop and manage a content calendar for social media platforms (Facebook, Twitter) with regular posts highlighting project achievements, impact stories, and organizational updates.
M&E and Partner Management
- Establish robust M&E framework, to capture and report on output and outcome indicators required for projects.
- Review and analysis of HIST metrics and KPIs provided by the Sr IMO, Central Service Lead. Monitoring and working closely with the team to develop and implement actions required to address issues highlighted in the KPIs.
- Liaise closely with iMMAP Inc. project partners, to ensure timely and accurate reporting for project activities, and development of new proposals.
Representation
- Support all goals and strategies of the organization in its work with national and international partners and applicable donor agencies. The project coordinator will develop and maintain strong contacts with IM Officers involved in Clusters, UN Agencies and all humanitarian partners across Ethiopia through the IM Working Group and Assessment and Analysis Working Group.
- Build relationships on behalf of iMMAP Inc. with bilateral donors, international non-governmental organizations, implementation partners and other agencies relevant to the implementation of the program.
- Represent iMMAP Inc. in internal and external workshops and meetings as required.
- Participate and represent iMMAP Inc. in cluster meetings and/or IM working groups.
- Active HIST Stakeholder liaison & management, establishing strong relationships with HIST stakeholders including OCHA, EDRMC, HINGO, Clusters, WGs, INGOs and National NGOs.
Business development
- Support Country Representative in identifying new opportunities and providing technical inputs to concept papers, proposals, and budgets using best practices in coordination with appropriate program units.
Requirements
Educational Background:
- Advanced degree in Information Technology, Information Management, GIS, Computer Sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- Minimum of 5 years of progressively responsible experience in a similar position, managing complex projects with a focus on humanitarian/development information management, GIS analysis, database management, data visualization, data analysis, and capacity strengthening in these fields.
- Proven ability to implement a service focused approach, ensuring high quality client satisfaction and engagement.
- Knowledge of the humanitarian ecosystem and coordination mechanisms
- Understanding of data QA/QC processes for information management.
- Knowledge of software engineering theory and applications (preferred).
- Advanced knowledge of programming theory and relational database principles (preferred).
- Advanced Proficiency in Microsoft Office, especially in Microsoft Excel and PowerBI
- Knowledge and practical experience of current GIS software and mobile data collection software (ArcGIS, Google Earth, QGIS, and KoBo and/or ODK)
- Experience in developing software solutions, dashboards, infographics.
- Knowledge and practical experience of Adobe Illustrator is desirable.
- Knowledge and practical experience of database development desirable.
