INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
PROJECT BACKGROUND
The Danish Refugee Council (DRC) is implementing the Ethiopia Migration Programme (EMP), a UK-funded programme to make migration safer and protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia.
OVERALL PURPOSE OF THE ROLE:
The Programme Coordinator (Migration Information) will design, develop and roll out the information service provision and communications component of the programme under the supervision of the Component Lead (Communications). Under the supervision of the Component Lead (Communications), the Programme Coordinator will be responsible for designing, contextualising and managing the delivery of the activities under his/her portfolio. The PC will work with the programme and field team in quality delivery of information services provided by the program through in-person consultation at the information hub, information sessions and dissemination of IEC materials in/outside the information hub.
RESPONSIBILITIES
- Under the direction of the Component Lead (Communications) develop activity sheets, work plan and associated activity-based budgets (ABB) for the information sessions and IEC materials
- Assist CL in identifying information needs of beneficiaries, develop relevant content and ensure timely and quality delivery of info sessions, information service provision at the Info Hub facility and production and outreach of IEC materials
- Conduct capacity need-assessment for field teams and implement targeted capacity-building support to deliver their activities
- Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, internal updates).
- Work with the MERL team and continually improve appropriate monitoring and evaluation systems; analysing results to ensure and enhance program effectiveness and quality.
- Provide technical assistance to programme implementation team to achieve the greatest impact toward programme goals and objectives
- Contribute to cross-cutting themes of learning and adaptive management, documenting learning and adjusting programming to reflect an evolving context.
- Assist the CL in the preparation of quarterly programmatic reports on information and communication outputs of the programme.
- Maintain good working relationships with officials, government ministries, implementing partners and international and local NGO community, where necessary; and
- Represent the programme at internal and external meetings and different fora as requested by the COP and CL.
Job Requirements
Experience and Technical Competencies: (include years of experience)
- A minimum of 5 years experience working in international development and/or humanitarian programming particularly in the area of protection, migration and refugee affairs.
- Excellent understanding of the migration sector in Ethiopia, particularly in the area of refugee, returnees and host community.
- Experience in working with government counterparts and other partners at various levels – federal to district. This includes technical support, capacity-building and coordination.
- Strong project management experience, including resource management, work planning, implementation oversight and periodic review, and compliance management
- Significant experience in training, capacity building, and mentoring
- Experience working on DFID and/or FCDO funded programmes
- Robust analytical and problem-solving skills
- Demonstrated experience of diverse team management
- Highly diplomatic with excellent political awareness and understanding
- High-level communications and interpersonal skills
- A demonstrated ability to build and maintain relationships with governments, donors, partners, local organisations, and other stakeholders
Education (include certificates, licenses etc.):
- Degree in social science studies, sociology, international development, economics or other relevant fields.
Languages: (indicate fluency level)
- Excellent verbal and written English.
- Fluency in Amharic
- Other local languages a plus
