Brief Introduction

REACH Ethiopia envisions contributing the development and wellbeing of humanity through innovation and maximizing the utilization of opportunity available for the generation. The major goal of REACH Ethiopia is health service delivery commitment and contributing its part to improve the general health service and wellbeing of the disadvantaged community in move towards the sustainable development goal.

REACH Ethiopia is currently implementing USAID Urban TB LON and Eliminate TB Projects in 2 City Administration (Addis Ababa and Dire Dawa) and 3 Regional States (Harari, Sidama and SNNPR) to contribute toward ending Tuberculosis through finding missing people with TB to access early diagnosis, care and treatment services. There is a project funded by Stop TB Partnership – TB REACH WAVE 9 Grant – on improving the treatment outcome of DR-TB Patients in the two TICs (Alert and St. Peter’s Hospitals) in Addis Ababa.

REACH Ethiopia is seeking a Planning and M&E Director for USAID Urban TB LON and other projects. Under the supervision of the Executive Director, the Planning, Monitoring and Evaluation Director has overall responsibility for coordination of all planning, resource mobilization, monitoring and evaluation activities in REACH Ethiopia. The Director ensures that REACH Ethiopia has a sound planning and M&E system that is in synchronicity with organization-wide vision, mission and goals, as well as those required by program donors and good connections with donors to mobilization additional resource for organizational and program sustainability. The Director ensures that there is a reliable, up-to-date database of information of all program work and is responsible for the timely and accurate production of all project reports.

Essential Duties and Responsibilities:

Planning and Resource Mobilization:

  • Lead the development of project and organizational operational plans in collaboration with Projects Implementation Director and Finance and Operations Director.
  • Develop and implement a Resource Mobilization Strategy;
  • Manage the resource mobilization functions by monitoring and reporting on the Resource Mobilization Strategy implementation;
  • Conduct an environmental scan and provide donor intelligence (thematic orientations, modalities of engagement, entry points, forecasts etc.) to the Executive Director to increase probability of attracting funds;
  • Spearhead proposal development efforts ensuring efficient coordination with teams and the submission of high-quality grant proposals in strategic priority themes worldwide;
  • Maintain the donor database in place to ensure it is an up-to-date and dynamic document and share its contents systematically with the Executive Director

Monitoring and Evaluation:

  • Work with other teams and staff members to develop REACH Ethiopia’s electronic and paper-based monitoring system.
  • Manage the program information database.
  • Develop and implement data collection techniques and tools, including working with external service providers to develop other relevant management information systems.
  • Train program teams to use data collection tools and techniques, including ongoing mentoring and support.
  • Analyze data to track project and program progress against agreed targets and log-frames.
  • Keep up-to-date on developments in monitoring systems, including the use of mobile tools for data collection.
  • Monitor project progress, ensuring that implementation is in harmony with the project/program specific operational plans, and report regularly on all activities.
  • Guide and coordinate all M&E activities and accordingly assign roles for staff, project participants and partners.
  • Develop and implement evaluation plans for all projects.
  • Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use.
  • Prepare reports for internal and external audiences based on data from monitoring and evaluation processes.
  • Discuss emerging issues from project progress and evaluation reports, and coordinate the development and follow up of action plans for recommendations.
  • Design and implement a system to identify, analyze, document and disseminate lessons learned from program and project activities. Share evaluation results with all relevant teams in the organization and ensure that lessons from evaluations are incorporated into the development of all new projects.
  • Document and share lessons and best practices among projects teams, donors and concerned audiences.
  • Develop and coordinate an overall framework and calendar (including guidelines and procedures) for REACH Ethiopia’s project and program monitoring and evaluation.
  • Ensure that all project M&E plans and log frames align with the organization’s overall objectives, goals and targets. With the Projects Implementation Director and respective Project Managers, assist project teams to prepare and implement project-specific targets and plans for data collection and monitoring.
  • Act as an administrator of REACH Ethiopia online project information management system, and assist other teams and staff members to use the system correctly.
  • Assist administration and program teams to create and manage central filing system for all program information.
  • Manage service providers to ensure value for money and timely supply of materials and services.
  • Work with other REACH Ethiopia staff to ensure adherence to the organization’s principles and promote REACH Ethiopia’s visibility.
  • Follow up all organizational capacity development plans and activities in collaboration with the Organization Capacity Building (OCD) Manager.
  • May perform other job-related responsibilities as assigned by the Executive Director.

Job Requirements

Minimum Requirements

  • Master’s Degree in Monitoring and Evaluation, public health, social science with minimum of five (5) years of Planning and M&E experience is required. Knowledge and Experience in implementation and M&E of USAID and other donors funded projects is desirable.
  • Proven experience in project proposal and resource mobilization is required.
  • Strong communication skills both in English and other local languages of the cluster area.
  • Knowledge of the non-profit sector and the context to which non-profit organizations operate.
  • Excellent understanding of poverty, hunger and environmental issues at a local and global scale.
  • Strong functionality with computers and software, particularly Microsoft Office Suite (e.g.: Access, Word, Excel, PowerPoint, Outlook) and any specialized PM&E software.
  • Excellent organizational skills.
  • Thorough familiarity with principles and current approaches to planning, monitoring and evaluation of relief and development programs using both quantitative and qualitative methods.
  • Strong facilitation skills.
