TEAM PURPOSE:
the Programme Team will ensure that the programs make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Country Strategy. As part of the programs team, the whole team on the sectors of the whole program will ensure that Goal 1 (Goal One – Saving Lives, and Resilient Livelihoods) and Goal 2 (Goal Two – Empowered communities and accountable governance) of the OCS are achieved with the required quality and timely. This team will work very closely with the program teams ensuring the link between all Six programs focused on: Humanitarian Response and Resilience Building; Sustainable Food and Climate Change; Urban Development; Gender Justice; Youth for the Future (Y4F) and the right to be Heard-Governance and Accountability JOB PURPOSE: This role is also responsible for developing and coordinating the implementation of a comprehensive MEAL system to enhance our ability to demonstrate the impact of our long-term development program needs and humanitarian response in the implementation of regions for both refugee and host community response programs. The MEAL Coordinator is responsible to lead MEAL functions of the Food Crisis program in the Somali region including methodological design, preparing data collection tools, leading data collection, data cleaning, and data analysis and reporting MEAL activities, designing and managing MEAL capacity building plans and ensure program quality as per Oxfam program quality standard, Core Humanitarian Standards as well as CAMSA minimum requirement. |

Skill, Experience, Knowledge & Competencies
Essential - MSc or BSc. in Economics, Development Studies, Statistics/Management, or another related field in a recognized Universities
- Minimum of 5 years of proven ability & experience in program monitoring, evaluation, accountability & learning (MEAL) preferably in the long-term, humanitarian, advocacy, and campaign Programmes
- Knowledge and practice of SAFE programming and international standards like Core Humanitarian Standards (CHS), SPHERE, LEGS, etc
- Proven experience in gender analysis and integrating gender and safe programming(protection) into programs
- Excellent computer skills and ability to work in a challenging and dynamic context
- Fluent English language, ability to communicate in the Local language would be an added advantage
- Strong analytical and strategic thinking skills.
- Ability to work well under pressure and in response to changing needs.
- Ability to travel and work in difficult circumstances.
- Commitment to overcome poverty and suffering
Desirable
- Experience in working effectively within a large international agency including, in the long-term and Emergency response setting.
- Research background and knowledge of statistical packages (SPSS or STATA)
- Good understanding of WASH, Protection, and EFSVL programming in programming
- Prior experience training/accompanying/learning in the field.
- Experience leading strategy development and implementation monitoring in collaboration with staff
- Proven ability to synthesize and distil information from a variety of sources, to draw lessons from project documentation
- An applicant with knowledge of the local language is preferable.
