Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, ECA’s mandate is to promote the economic and social development of its member States, foster regional integration, and promote international cooperation for Africa’s development. Task description
Under direct supervision of the Director of the assigned Office, the M&R Officer will be responsible for the following duties: Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation:
• Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and quality assurance processes;
• Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation; Contribute to annual work plan monitoring, reviews and reporting; Provide technical support to ECA sub programmes in developing Performance Monitoring Frameworks (PMFs), systems and plans; Contribute substantively to the monitoring and tracking of compliance against ECA Annual Work Plan, support Executive Secretary (ES) Compact monitoring;
• Coordinate with SP Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
• Monitor data from SPs on quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
• Fields visits along with the Programme Team, to support monitoring of results and reporting processes as required;
• Monitor the spending of donor funds and other programme expenditures and disbursements; Draft, monitor and maintain the Monitoring and Reporting Plan as well as Performance Monitoring Frameworks as appropriate;
• Facilitate the reporting of results to internal (Senior Leadership Team) and external (ECA Governing Bodies, UN HQ, and Donors) audiences;
• Facilitate the process of ECA meeting internal and external reporting requirements and deadlines, including Donor Reporting;
• UN DESA (Development account), Conference of Ministers (COM), ACABQ reporting; quarterly, annual and other periodic reporting processes;
• Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting appropriately;
• Review progress reports submitted by Sub Programmes, partners (if applicable) and provide feedback to improve quality and timeliness of reporting; Collect and maintain data for all corporate reports;
• Contribute to knowledge building and capacity building Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation (monitoring) and evaluation activities;
• Contribute to the development of capacity development tools, including training materials and packages;
• Facilitate capacity building opportunities for staff in areas of Results Based Management (RBM), Reporting and Monitoring;
• Promote the awareness and understanding of the shared responsibility of Monitoring and Reporting (M&R) among all staff members through communication, training, learning and development activities.
