Job Description

Job Purpose: The purpose of this position is to provide essential support to the MNCH SBC project MEAL activity implementation through setting up quality assurance system, build capacity of project staff to deliver as per the agreed targets and quality as accountable to beneficiaries and donors. The MEAL coordinator will be responsible for implementing the monitoring, evaluation, accountability, and learning activities of the Maternal, Newborn, and Child Health-Health Seeking Behavior Among Pregnant Mothers Social and Behavior Change (SBC) project. The MEAL coordinator will work closely with project staff and partners to ensure high-quality data collection, analysis, and reporting to track the progress and impact of the project. He/ She will set up strong monitoring and evaluation systems and ensure that the MNCH SBC project/program quality, effectiveness and appropriateness to the need and situational context. This includes, establishing evidence-based knowledge to inform the program direction and effective monitoring system across the Health and Nutrition program, to ensure the quality of intervention. The MEAL Specialist will regularly monitor the emergency response projects in different regions, support projects MEAL coordinator and officers technically and ensure quality program and reporting based on the agreed goal and indicators.

Major Responsibility

  • Develop and implement a comprehensive MEAL plan for the project, including monitoring frameworks, data collection tools, and reporting templates. And manage and analyze project data to track progress towards key indicators and inform project decision-making.
  • Lead and engage in the facilitation and coordination of baseline and evaluation surveys of response projects and other research activities, including engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data quality assurance, involvement of stakeholders. And ensuring survey/assessment findings are documented, analyzed, and reported.
  • Coordinate data collection activities, including baseline surveys, mid-term evaluations, and end line assessments, to measure the impact of the project on maternal, newborn, and child health-seeking behaviors among pregnant mothers.
  • Organize and planning for project data quality audits and monitor routine data quality audits on response projects, compile results at the level of a project and develop actions plans to implement corrective measures.
  • Support implementation of accountability mechanisms at field level; assessment, design, implementation, and review to ensure that they implement as per the expected quality standards and checklists of each technical approach. Capacity building to field team on PAF and handling of complaints in line with adult and child safeguarding policy.
  • Lead and engage in the regular monitoring of projects progress, accountability mechanisms and quality reporting and communicate effectively to the respective internal and external partners.
  • Promote learning in response projects, particularly on issues of program quality, impact and contribute to quality assurance of projects data and result. Contribute to donor reports and project documentation to demonstrate project impact and outcomes.

Required Education, training, license, registration, and certification

  • BSc/BA Degree and/or MPH, Statistics or a related field with a health background (HO/MPH). Additional certificate on M&E database systems is an asset.

Required Professional Experience

  • Previous work experience at least 7 years in Monitoring, Evaluation, Accountability, and Learning Areas within the development / SBC project
  • Proficiency and experience with mobile data collection such as Kobo, Comm Care, and ODK Collect as well as proficiency with Microsoft Excel, SPSS, SATA or other similar software.
  • Experience of working in health and nutrition project, particularly SBC projects.
  • Experience developing and improving monitoring and data collection systems
  • Strong interpersonal and communication skills including influencing, negotiation and coaching
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills.
  • Able to work without close supervision, including prioritizing work and multi-tasking.
  • Ability to write clear and well-argued assessment and project reports

Preferred Knowledge and Qualifications

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills.
  • Self-motivated with excellent organization, planning, and analytical skills – able to work without close supervision, including prioritizing work and multi-tasking.
  • Very high attention to detail, with experience refining and editing content.
  • Advanced writing skills in English.
  • Experience in humanitarian emergencies

Travel and/or Work Environment Requirement

  • The position requires a willingness for travels to all humanitarian response operational areas

Language Requirements

  • English and knowledge of local languages is advantageous
