About IOM

Under the overall supervision of the IOM-SLO Addis Ababa Chief of Mission and direct supervision of the Migration Management Programme Coordinator, the incumbent will oversee the activities tasked to the Labour Migration and Human Development sub-unit within the Migration Management Unit (MMU), specifically responsibilities in relation to, planning, designing and implementing labour migration and development related initiatives aimed at protecting migrant workers as well as contribute to a better understanding of the links between international migration and development in order to harness the development potential of migration and  optimize the benefits of labour migration for the benefit of both societies and migrants and contribute to sustainable development and poverty reduction. In order to deliver his/her responsibilities, the incumbent will be expected to work in close collaboration with counterparts in the Government and civil society organizations in Ethiopia.

Core Functions / Responsibilities:

  • Act as the focal point of the labour Migration and Human Development sub-unit within the Migration Management Unit (MMU),
  • Act as the focal point for the overall planning, design, implementation, monitoring and reporting of labour migration and development related programs; specifically related to strengthening labour migration management as well as enhancing diaspora engagement in Ethiopia, with the overall supervision of the MMU program coordinator.
  • Support with appropriate government bodies to further build their capacity to promote labour migration management, enhance diaspora engagement, and mainstreaming of migration in the SDGs.
  • Responsible for the preparation and review of terms of reference, recruitment of consultants, drafting and review of training curriculums and materials for capacity building activities
  • Responsible for enhancing collaboration with potential partners working on areas of migration/labour migration and development in Ethiopia including civil society organization and private sector
  • Participate in national level coordination mechanisms and meetings related to labour migration and development
  • Maintain strong contacts with IOM Country Offices worldwide as well as regional offices on areas related to labour migration and development
  • Ensure smooth coordination of administrative and logistical services in relation to organizing seminars, meetings and training sessions and procurement of any goods or services- as required by the project
  • Responsible for the preparation and timely submission of donor reports as well as periodic reports on sub-unit’s activities, as required,
  • Ensure proper collection, analysis and utilization of quality data throughout project implementation, to contribute to effective LHD programming;
  • Ensure proper visibility of project initiatives throughout project implementation periods, in coordination with the Migration Management Programme Coordinator and SLO-Addis Ababa’s Communications Unit;
  • Responsible to oversee the performance of overall functions of the Sub- unit
  • Undertake duty travel related to programme and project development, monitoring, assessments, and liaison with counterparts, as needed;
  • Perform any other related duties as assigned by the supervisor.

Job Requirements

Required Qualifications and Experience

Education

  • Bachelor’s Degree, or equivalent preferably in Development Studies, Economics, Law or related social sciences

 Experience

  • Minimum of two years of relevant professional experience in the area of migration management, particularly related to labour migration and development including diaspora engagement;
  • Demonstrated experience in project management and implementation, including resource/financial management;
  • Understanding of internal and international migration issues, with a focus on labour migration and development;
  • Experience in managing projects and capacity-building activities; and,
  • Experience in liaising with governmental authorities as well as with national and international institutions.

Languages

  • Fluency in English is required.
  • Working knowledge of French and/or Spanish is an advantage.
