Job Description

Position:                      JEOP Project Coordinator

Duty Station: Tach Gayint, Simada, Sede Muja, Abergele,  Sahla, Meketwa, East Belesa, Amhara

Duration of Contract:  One-year contract, renewable (with 60 working days of Probation)

POSITION SUMMARY:

Responsible for planning, coordinating, monitoring, and reporting on JEOP operations and the budget under his or her supervision using the required technical abilities.  Make sure the JEOP resources are properly managed and the resources properly delivered to the people we serve based on the “ commodity management minimum standard for distribution”. Storekeepers, distributors, and scoopers must be watched over and provided the proper assistance as they handle the resources at their disposal and distribute food commodities per the standards established by the organization, and donors.

Principal Responsibilities

Key Result #1 – Program  Planning and Implementation

  1. Provide technical support to the JEOP program team to make all the necessary preparations for various JEOP program activities planning, and implementation.
  2. Ensure JEOP budget, annual planning tool, and activities are prepared  in a timely manner and submitted accordingly
  3. Ensure all program activities are properly implemented as per the FHE and donor standards and maintain the project performance on the promise (On Time, On Scope, and On Budget).
  4. Responsible for tracking the JEOP activities and budget periodically and providing variance analysis if any and technical support for the program team in a way that activities are implemented on time, on budget, and on scope.
  5. Conduct on-spot commodity distribution and warehouses with other commodity management staff periodically, give feedback, and take corrective action promptly.
  6. Make sure standardized and healthy commodity storage management and commodity handling and proper commodity distribution practices are implemented across all commodity warehouses;
  7. Report any incident related to commodity management, food handling, and commodity distribution observed in and outside FDPs.
  8. Undertake periodic field visits to warehouses and inspect warehouse management, food handling, and distribution.
  9. Review periodic commodity dispatch and distribution reports from field staff and submit them to the AP manager.
  10. Ensure that respective woreda government counterparts share all the required information and data in a timely manner.
  11. Ensure that all staff are working in harmony and maintain healthy relationship

Key Result #2 – Program Coordination, Partnership, and Monitoring

  1. Ensure that all capacity-building trainings are provided for the intended stakeholders
  2. Ensure timely and quality food assistance reaches the intended people we serve at all FDPs.
  3. Make sure that all planned budgets are utilized along with their respective activities and all materials and equipment are purchased in a timely manner.
  4. Ensure that the area’s program  procurement plan is developed and implemented based on the FHE procurement policy
  5. Ensure that all program staff are utilizing the valid procurement system in place.
  6. Prepare Smart sheet, WL3 and follow up its implementation and timely update and give feedback.
  7. Produce Weekly, monthly, quarterly, and Annual commodity reports and submit them to the country office commodity manager in a timely manner.
  8. Ensure that the area program JEOP team are serving the people we serve in a dignified and respected manner using end-use checkers.
  9. Ensure CHD facilities are in place and the people we serve report any complaints and get timely responses using the mechanism we set up at FDP.
  10. Maintain a healthy relationship with partners and government counterparts.
  11. Organize monthly review meetings at the woreda level and take action on those critical identified findings

Key Result # 3- Capacity building activities and leadership roles

  • Ensure that the area program staff is practicing the social safeguarding and Accountability procedures in his/her respective program area. Give appropriate action for incidents reported in consultation with the AP managers and RHP team as necessary.
  • Identify capacity gaps of relevant partner staff in designing, monitoring, evaluation, reporting and fill the gaps as deemed necessary.
  • Make sure that all staff have well equipped and internalized the donor rules, regulations, procedures, and policies and work in adherence to the rules, regulations, and procedures set in it.
  • Provides on-the-job training and technical backstopping to relevant partner staff and FH area  program  staff on the technical aspect
  • Handle all correspondences pertaining to commodities with FH/Eth commodity manager;
  • Execute all additional responsibilities given by the immediate supervisor.

Education and Experience

  • BSc/BA Degree in Agriculture, Agriculture Extension, Disaster Risk Reduction, NRM, Climate change or in other related fields of study.
  • MSc in the above listed disciplines is preferred
  • 5 years related experience in a relevant position Preferably in INGO Setting is an advantage.

Supervisory Responsibility

⮚The position has supervisory responsibility over Different JEOP Technical Officers in their respective Area Programs.

Language

⮚ Proficiency in spoken and written English and the country’s local language (s)

Safety & Security Responsibility

⮚        Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚        Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚        Explains to staffs the reasoning behind the organization’s safety and security policies and procedures

⮚        Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members.  If possible, he/she should conduct briefing and training sessions himself/herself;

⮚        Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Gender Responsibility

⮚        Provide adequate time to staff to participate in gender sensitivity workshops and related events.

⮚        Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.

⮚        Build a better gender balance in staffing through affirmative action.

⮚        Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.

⮚        Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.

Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.
