Amref and its consortium partners are working with Ethiopian youth across 18 cities to achieve significant results, aiming to benefit at least two million youths aged 15-29 through USAID IYA-Kefeta project. This effort employs an integrated, multi-sectoral approach co-designed with the youth and based on positive youth development principles. A key component of this Activity, USAID IYA-Kefeta, actively works to create employment opportunities for youth at various skill levels, either through self-employment or wage employment. Our intake data analysis indicates that 20% of the unemployed youth aspire to wage employment based on their expertise and skill set. Therefore, it is essential to meet the expectations of the youth regarding employment opportunities by developing pragmatic approaches. One such approach includes collaborating with the key market actors that specialize in employment linkage and have sufficient experience in this area.
Background:
Kefeta is actively working to link youth with employment opportunities, either through wage employment or self-employment. Over the past implementation years, more than eight thousand youths have secured employment through Kefeta’s support and facilitation role. Our strategies have included direct engagement with employers and leveraging Dereja as a resource partner for employment linkage. Despite achieving significant numbers in employment linkage, there is a growing need and expectation from the youth for further employment opportunities.
In relation to this, Kefeta conducted a labor market assessment in Addis Ababa and other cities, identifying the labor market context to refine our approach. The assessment revealed that there are still untapped employers in the city and a need for additional, efficient employment linkage options. To achieve further employment linkages in the coming months of FY2024, Kefeta plans to procure services from a company specializing in employment linkage. Amref has therefore developed this Terms of Reference to engage a firm to work on employment linkage for Kefeta’s targeted youth in Addis Ababa over the next three months (July-September 2024).
Objectives
In this service, it is expected to link 300 Kefeta youth to employment opportunities, including 50 semi-skilled individuals, 50 TVET/Diploma graduates, and 200 university graduates. Additionally, it aims to connect 50 university graduates to internship opportunities.
Target beneficiaries:
- Job seeking youths from Addis Ababa who completed the soft skill trainings provided by Kefeta.
Scope of the task:
- Job linkage to trained 300 youth to decent and formal employment and 50 to youth to internship
Responsibilities/Scope of Work-SOW/of the service provider
The service provider will be expected to:
- Prepare and submit a detailed implementation plan.
- Conduct pre-screening interviews to identify ideal youth candidates.
- Identify and persuade employers to participate.
- Facilitate the employment linkage as outlined in the purpose statement.
- Ensure that the jobs provided are decent and formal.
- Ensure that at least 50% of the candidates are female and 6% are youths with disabilities.
- Provide a weekly report to Kefeta.
Deliverables
- An orientation guide to be used for youth recruitment
- A strategy for accelerating the internship and employment linkage
- Linking 300 Kefeta youth to employment (50 semi-skilled, 50 TVET/Diploma graduates and 200 University graduates) and 50 university graduates for internship
- A final report
Duration of the Assignment
- The duration of the project is three months, commencing in the second week of July 2024 and finalized in the fourth week of September 2024.
Documentation and Reporting:
- Need assessment report from the employers will be documented
- All documentations related with employment linkage (pledge forms, job offers, contracts, and other necessary documents) will be recorded
Timeline and Milestones:
- Develop schedule and timeline considering the scope of work
- Set milestones for the planning, preparation, delivery, and evaluation stages of the employment linkage program.
- Conduct regular progress reviews and checkpoints to monitor advancements and guarantee compliance with the employment linkage schedule.

The Financial Proposal (50%)
