Organization
iMMAP is an international nongovernmental organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations. Background
Through it’s information management projects, iMMAP works to provide support tailored to the needs of humanitarian actors responding to the crisis in Ethiopia. iMMAP provides need-based IM service to humanitarian responders in Ethiopia through a service desk approach named Humanitarian Information Support Team (HIST). The IMO will be part of this HIST to support the humanitarian information management needs. The HIST IMO will directly report to the HIST Senior IMO, Central Service Lead, and will work together with one other IMO in the duty station.
Description of Duties
Based on IM service requests from humanitarian organizations submitted through the HIST service desk, the HIST IM officer will be responsible for the timely development and delivery of high-quality IM service outputs. The IM services provided include but are not limited to:
Infographics
- Design sector-specific or multi-sector humanitarian static or interactive dashboards by processing data from diverse sources which will be provided by the client, cluster or organization.
- In close collaboration with the requesting humanitarian clusters produce sector specific periodic humanitarian snapshots and factsheets.
- Design sector specific or multi-sector funding infographics using the data and requirements provided by the requesters.
- Produce gap analysis by location and project activities.
Maps
- Produce high‐quality maps as per the specifications provided by the humanitarian clusters or organization.
- Produce cluster specific location prioritization mapping for targeting purposes.
- Producing different operational, partner presence and hotspot classification maps.
Humanitarian Reports
- Design periodic and ad-hoc situation reports (SitRep) using data sources provided by the requesting cluster or organization and other humanitarian data sources.
- As per the request from (subnational) clusters, support the preparation of Humanitarian Need Overview (HNO) and Humanitarian Response Plan (HRP).
- Produce cluster/sector specific SDR reports
Coordination
- Consolidate, clean, process and produce 3W/4W/5W matrix, summary tables and visuals.
- Design a presentation on humanitarian response activities progress for ad hoc and scheduled cluster meetings.
- Consider and propose options for consolidated/themed reports, from HIST IM product outputs to improve synergies and cross-thematic areas analysis,
Needs Analysis
Based on the request made by the cluster or humanitarian organization:
- Support the design of assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, situation analyses and multi‐cluster initial rapid assessments.
- Provide advice on assessment design to ensure data quality.
- Manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK);
- Design and conduct presentation on the results of assessments.
Data Management
- Design, develop and manage databases, spreadsheets, and other data tools.
- Consolidate operational information on a regular schedule to support analysis, including compiling and updating available GIS data (GPS tracking, data from other agencies, etc.);
- Organize, design, and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques.
- Understand, document, and ensure the quality of high‐value humanitarian data for accuracy, consistency, and comparability; contribute to planning and monitoring reports.
IM Product Quality assurance
- Ensure the IM service is provided in line with the donor proposal and requirements.
- Ensure all IM products produced as part of the service provision meet the needs of the requesting clients in all aspects.
- Responsible for all IM service requests assigned are properly stored, reviewed, approved, and closed professionally.
- Responsible for sharing the IM products to the line manager for approval and endorsement.
- Peer review: provide feedback and approve the IM products produced by HIST IMO’s before on request of the Central Service Lead
Capacity Strengthening
- In consultation with the Project Coordinator, facilitate need-based, high quality in person, virtual and online IM training sessions;
- On request, provide mentorship and support in information management to the humanitarian community, and the host agency in particular.
Spatial analysis
Based on requests:
- Undertake the creation of modelling and the configuration of spatial and other data flows to clusters/sectors to better address the humanitarian support need.
- Undertake the development of automated data models for spatial database structures when there is a need for humanitarian responders.
- Support the design and specification of spatial database infrastructures, software and applications when there is a need from humanitarian organizations.
- Plan and develop satellite-based modelling techniques (e.g. natural hazard susceptibility) which highlight hazards and risks for the country.
- Suggest and conduct satellite-based analyses, such as rapid damage assessments, change detections, natural hazard impact mapping, and time series.
Representation
- Attending relevant IM WG meetings, subnational cluster meetings, and other coordination meetings where iMMAP Inc. could have a valuable contribution.
- Attending periodic team meetings and sharing updates on ongoing IM products and activities while promoting good practices in the organization.
- Other relevant duties as assigned by the line manager.
Requirements
Education
- BSc Degree or master’s degree in information management, information systems, computer science, information science, data science, statistics, GIS, or related field.
Experience
- A minimum of BSc degree with 4 years/MSc degree with 2 years’ experience on data/information management and analysis work experience, preferably with the humanitarian ecosystem is required. Prior experience working in Ethiopian humanitarian sector is desirable.
- Advanced Proficiency in Microsoft Office especially in Advanced Microsoft Excel.
- Knowledge and practical experience of current GIS software (ArcGIS, Google Earth, QGIS) desirable.
- Knowledge and experience in database application and statistical software’s’ like PostgreSQL, SQL server, R programming SPSS, etc.,
- Knowledge and practical experience of Adobe Illustrator is desirable.
- Knowledge and practical experience of database development desirable.
- Experience working in an international organization desirable.
- Experience in spatial analysis and remote sensing is desirable.
- Experience in developing software solutions, dashboards, infographics.
- Experience in providing IM support services with a customer-focused approach is desirable.
Skills
- An understanding of the analysis spectrum and specific analytical techniques to ensure each level of analysis is covered, i.e., descriptive, explanatory, interpretive, anticipative, and prescriptive analysis.
- Knowledge of techniques and criteria to assess the reliability of sources and credibility of information.
- An ability to work with both quantitative and qualitative data.
- Ability to analyze and synthesize qualitative and quantitative information from a wide range of sources.
- An understanding of the main analytical standards used to assess the quality and credibility of analysis.
- Effective communication skills to work among clusters, agencies, humanitarian partners, and Government counterparts.
