The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

Project Background

Political conflict in Ethiopia continues to affect parts of Tigray, Afar, and Amhara (the Northern Ethiopian Crisis), Central and Western Oromia, as well as Benishangul-Gumuz with involvement of non-state armed groups and Federal authorities. Inter-communal violence has been witnessed in parts of the Southern Nations, Nationalities and People’s Region (SNNP), Benishangul-Gumuz, Oromia, and, recently, in Afar and Western Tigray. These localized conflicts have largely been over access to resources and related grievances, including questions on land and land use rights. To help address these issues, In Ethiopia, the World Bank funded  programme, to be managed by UNOPS EMCO, aims as a response – recovery – resilience for conflict – affected communities in Ethiopia (3R-4-CACE). The Key objectives of  the  project is to (i) rebuild access to basic services and climate-resilient community infrastructure and (ii) improve access to multi-sectoral response services for GBV survivors; in targeted conflict-affected communities in Ethiopia.

The selected candidate will work closely with the Project team, international consultants and the Bureau of Education in Tigray to support the implementation of activities relating to rebuilding access to basic services and climate-resilient community infrastructure.

 Functional Responsibilities


  1. Undertake, in close consultation with the Project Coordinator, the preparation of project implementation plans for all approved projects, including work programmes, budgets, facility requirements, and staffing schedules;
  2. Develop and maintain comprehensive project planning including task allocation, tracking and achievement of all assigned and planned activities;
  3. Prepare Terms of Reference and Requests for Proposals, as needed for the selection of consultants, consulting firms, or NGOs.
  4. Provide sound policy advice, process management and programme advisory support to Implementing Partners;
  5. Ensure the highest possible quality of delivery and devise strategies for increased programme delivery and quality programming;
  6. Maintain and improve the programme communication system to facilitate the dissemination of information and reports to all key stakeholders.
  7. Ensure monitoring and evaluation of the projects.
  8. Serve as resource person to relate with relevant departments at BoH at central and field level to ensure optimal communication, information sharing and consultation;
  9.  Promote information sharing environment in the office and serve as resource person on all aspects related to Public Health;
  10.  Undertake other duties that may be assigned by the Project Co-ordinator.
IV. Impact of Results
The effective and successful achievement of results by the Health, Safety, Social and Environmental Senior Analyst – Analysis and Reporting directly impact on the efficient performance of the programme in order to specifically advise and report on the Programme activities required to achieve the results of Rapid Response and Recovery for this project.

This contributes to the credibility of the organization as an effective service provider in project services and management.

 Education/Experience/Language requirements


Education:

  • Advanced Degree/Master’s degree in health, public  health,  health  economics,  epidemiology,  social  science, statistics, or other related field  is required.
  •  A first university degree (Bachelor’s equivalent) will be accepted in lieu of the Master´s degree with an additional  four (4) years of experience.

Experience:

  • A minimum two (2) years of relevant experience in the area of Public Health is required;
  • Ability to work with minimal supervision in a complex environment is an added advantage;
  • Previous successful involvement with, and good knowledge of MOH, NGO’s and civil society would be an asset;
  • Strong communication and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment is desirable;
  • Willingness to undertake regular field visits in difficult conditions is preferable;
  • Excellent writing and analytical skills would be an asset;

Language Requirements:

  • Fluency in English (reading, speaking & writing) is required.
Skills 

  • Health – Public Health ( 2 years) – required.
