Job Description

Purpose of the position:
The Grant Finance acquisition and Compliance Support Coordinator prepares grant and concept paper budgets in collaboration with Operations, Finance Operations, and Project Operations Offices. He/she will support the Financial Compliance Manager to identify and address financial acquisition rule and regulation. The Grant Finance acquisition and Compliance Support Coordinator supports the Resource Development Team to achieve its funding targets and related objectives set in the annual GAM business plan.
Major Responsibilities:
Strategy
· Participate and provide input on GAM Business Plan development (including donor landscape analysis, partner mapping, donor engagement plan, annual targets, and scorecard)
Proposal Budgeting
· Liaise with Donors and Support Offices to support grant acquisition of the office.
· Prepare budget proposals and concepts in collaboration with Program Development, Operations, Finance Operations, and Project Operations Offices.
· Provide accurate and meaningful proposal budget and budget narrative to Support Offices and donors.
· Monitor program and support cost on proposal detail budget proposal preparation and make sure enough CAL is incorporated
· Provide support, as needed, to the Accounts Manager, on accounting issues for newly awarded grants.
· Deliver regulatory cost allocation policy as needed to support office and donor budgets to ensure program and technical support cost done accordingly
· Explore ways to reduce Grant overhead costs to ensure World Vision Ethiopia’s competitiveness without compromising ministry quality.
· Provide a monthly update on WV Ethiopia’s grants portfolio to key stakeholders in collaboration with GAM Unit and respective Grants Ops Teams
· Ensure budget proposal and budget narrative in compliance with WVI FM manual, internal policies, terms, conditions, and regulations of the grant according to grant acquisition guidelines.
Grant Finance Activity
· Ensure the budget proposal and accounting integrity of World Vision Ethiopia adhered
· Ensure budget proposal and budget narrative in compliance with WVI FM manual, internal policies, terms, conditions, and regulations of the grant according to grant acquisition guidelines.
· Ensure effective commitment, protection, and application of donor financial resources.
· Stay abreast of Partnership, Support Office, donor, and government regulatory requirements, and generally accepted accounting principles
Financial Risk Management
· Apply WV Ethiopia grants’ financial and accounting policies.
· Apply Global Grants Compliance, statutory, and donor regulatory requirements
· Apply Support Offices’ and donors’ financial regulations to WV Ethiopia.
· Comply with Support Office and donor financial policies on budget proposal preparation.
· Comply with World Vision Ethiopia’s accounting policies and procedures, both written and unwritten, and report any instances of non-compliance.
· Provides and training on donor funding requirements to partners as needed
· Closely work with the program team in data gathering and other necessary information for budget proposal development
· Closely support GAM and Ops team in coordinating the grant start-up workshops and donor regulations training workshops
· Support grant Acquisition and Compliance Manager to identify and address areas of financial and audit risks on budget proposal preparation.
Other:
· Contribute to RD team operations (e.g. reporting; backstopping; etc)
· Perform additional responsibilities as assigned
· Provide backup support to grants finance team when required
· Attend, participate in, and lead devotional/chapel meetings as scheduled and convened
Job Requirements
· For BA degree 6 years and for Master’s 4 years of working experience in the capacity of budget/cost proposal development for bilateral, multi-lateral, foundation and private donors within high pressure environment. INGO experience is preferred
· Excellent English communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
· Ability to provide support and training to staff and partners on donor financial requirements
· Excellent working knowledge of GAAP and government/donor regulations and requirements
· Excellent analytical, problem-solving skills and detail orientation, even under time pressure
· Proven interpersonal, representation, networking, negotiation and leadership skills
· Proven ability to build trust and relationships to work productively and to inspire teamwork even without line management authority
· Able to work in a cross-cultural environment with a multi-national staff
· Ability to identify risks and issues and escalate them in a timely manner for proper resolution
· Positive attitude and willingness to learn and work in a context of people with various ethnic and religious backgrounds
· Understanding of World Vision’s standards and commitment to World Vision’s core values and mission statement, including participation in regular devotions. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
· Knowledge of and adherence to Red Cross and NGO Code of Conduct
· Willing and able to travel within and outside the country for work assignments and/or to attend national, regional and partnership-wide meetings and events.
