Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

Under the direct supervision of the Senior ERR Officer the ERR Officer is responsible for leading, and supervising ERR Activities, leading and facilitating project field assessments and preparing proposal and reports and monitoring and management of budget for those respective activities accordingly and organize ERR and WASH response activities including capacity Building trainings as per the need from the assessment made. He / She will also work with EH, Health, ERD and CWI team intimately for the achievement of quality program implementations.    and ensure that all structures are constructed at the accurate locations and as per the design.

Major Responsibilities

·         Conduct assessments, planning, organizing, implementation, monitoring and evaluation of the community           projects.

·         Plan, coordinate and monitor the provision and proper distribution of both in kind and cash.

·         Prepares detail physical & financial necessary procurements, Spending, implementation, and Payment plans for emergency responses.

·         Ensure the proper dissemination of hygiene and sanitation messages by preparing and drafting of IEC materials to be used at both community and institution level.

·         In collaboration with field EH staff monitor water trucking activities including the operation and quality of water delivered as per the project agreement and both national and international standards/guidelines.

·         Together with ES/NFI cash manager and Cash program transfer officer conduct rapid minimum expenditure basket assessment for the project targeted areas to inform the transfer value for multi-purpose cash response.

·         Set targeting criteria for client’s selection and registration together with government partners, client’s representatives, and other implementing partners as per the IRC ERR, ES-NFI cluster and NDRMC distribution guidelines and verify clients a head of distribution to ensure impartiality.

·         Organize community level hygiene awareness campaigns and trainings on hygiene and sanitation, COVID 19 and WASH related disease prevention and control.

·         Coordinate and communicate with IRC staff on the ground, the water/EH team and HP/ERR team.

·         Collect, register, and report any clients feedback and complaints in weekly basis to Adama based MEAL team and supervisor also give response based on the level of the feedback.

·         Led the preparation, prepare, document, and share stories

·         Ensure that program Procurement, spending is in line with Department/original plan and burn rate goes in line with the activity implementation progress.

·         Ensure that project activities and spending are fully in compliance with the IRC, Government, and donor regulations.

·         Ensure that the Purchase requests are tracked and communicated timely to SC & finance teams for the follow up of burning rate and checking for accomplishment status of activities as per the plan

·         Directly supervise and provide support to the Sanitation and Hygiene Assistants and the ERR/Hygiene promotion team who base at Woreda Level

·         Takes additional responsibilities and Assignments as assigned by supervisor and the field office management where necessary.

COORDINATION AND WORKING RELATIONSHIP:

·         In collaboration with immediate supervisors and other IRC staff, manage the proper utilization of the allocated budget for the HP activities under the project and liaise with IRC’s supply chain and finance for effective implementation of the intended activities as per log frame of the proposal

·         Maintain strong working relationship with respective IRC staff and other partners in the Intervention areas.

·         Works closely with Zone/Woreda line signatory offices as per project MOU towards efficient and effective implementation of the response

·         Participate on cluster coordination meetings at zonal, woreda level and different joint assessments in communication with supervisor

REPORTS AND PROPOSAL

·                 Prepare a monthly progress report and weekly update and submit to the Senior ERR Officer per the reporting time scheduled.

·                 Organize and ensure the documentation of every project activity client targeting and verification, distributions lists and capacity building activities both in hard and soft copies supported by pictures.

·                 Ensure all reports for the projects under his/her custody is as per the donor and IRC requirement

·                 Update or support supervisor, on updating, indicators tracking for the project he/she is assigned to manage in monthly basis

·                 Participate on concept note preparation based on the need assessment in collaboration with other teams

·                 In collaboration with SERRO/ERRM/ES-NFI Cash manager conduct need assessments independently and jointly with other department staff and compile a report that will serve as an input for project proposal in prospect. 

Job Requirements

JOB REQUIREMENTS:

Education: BSc Degree/Post Graduate Degree in Public Health or Environmental Health.

Work experience: Minimum experience of 3 years for BSc Degree holders & 2 years for MSc Degree holders.

SKILLS AND COMPETENIES

·         1-year supervisory skill and basic managerial skills.

·         Hygiene promotion experience/ERR with INGO /LNGO in local community settings.

·         Technical and report writing skills

·         Experience and ability to work and build a team

·         Demonstrated experience and ability to work hard to reach areas and under pressure

·         Computer literate.

·         Fluent spoken and written English, Amharic and Afan Oromo. Knowledge of working language of duty station (Afan Oromo) is advantageous

·         Good communication and interpersonal skills.
