Job Description

Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Scope

The Emergency Response Manager (HP) will be engaged in emergency assessment, emergency response planning and report writing, and emergency response set up, monitoring and post-intervention assessment, facilitating training and coordination and representation at emergency ES/NFI cluster and Cash technical working group in the region. She/he is also encouraged to assist in Cash Transfer programming and Beneficiary Feedback mechanism (BFM) initiatives and is encouraged to spend over 50% in the field and deployments assignments in various regions in Ethiopia as needed. He/She reports to the Addis ERR Coordinator and works closely with the field team and Addis-based Emergency Response Team.

Major/Key responsibilities: 

Technical Support

  • Take part in multiagency field assessments (seasonal, rapid) in the event of an emergency with Addis and field staff as well as with partners.
  • Assist IRC Ethiopia offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses.
  • Take deployment assignments and coordinate and lead emergency operations assessment in new locations in the field, assist in hiring field staff, locating warehouse and office, and set up emergency response in new areas when needed.
  • Lead Emergency team in new intervention areas in ES/NFI and cash and implement quick responses.
  • Facilitate emergency response trainings and workshops for IRC and partner staff.
  • Assist in set up, and implementation of BFM.
  • Assist field offices in preparation and review of emergency response proposals.
  • With mentorship from Emergency Response Coordinator, assist in IRC Cash Transfer Programming initiative and emergency preparedness micro-planning.
  • Assist in set up, implementation and monitoring of beneficiary feedback mechanism.
  • Support the field team and Addis SCT to inspect ES/NFIs and materials during procurement and report to the concerned body on time.

Programs Management 

Grant, Budget and procurement Monitoring and Management

  • Assist in tracking and check of spending of IRC direct interventions in the field is in line with original plan, and burn rate goes in line with the activity implementation progress and provide feedback to supervisor.
  • Assist in Preparation of PR and procurement plan for WASH NFI, ES/NFI materials and services to be ordered from Emergency Response unit in Addis.
  • Assist in Preparation of PR and procurement plan for materials and services to be ordered from Emergency Response unit in Addis.
  • Support in tracking of emergency supplies, dispatch, distribution in different disaster affected including documentation
  • Supervise budget utilization and follow up on the project implementation with time and connect with field time on any delays to take action.

Reports and Proposals

  • Assist in the review field reports from IRC field offices and sub grants including ERR interventions supervising data sheets.
  • Assist in the development of proposals and budgets for future emergency responses by the IRC Ethiopia.
  • Assist in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard.
  • Assist in the develop of IRC direct intervention proposals and assist the field staff and program unit in drafting proposal and MoU for signing project agreement with relevant regional government Bureaus.

Monitoring and Evaluation

  • Participate and assist in the monitoring of IRC direct interventions and sub granted projects.
  • Assist in facilitation of IRC Ethiopia own, government and donor monitoring visits and project evaluations.
  • Participate in post intervention assessments in coordination with program technical units and field team.
  • Assist in the review of field reports from IRC field offices and subgrants including review of ERR interventions supervising datasheets.
  • Assist in the development of proposals and budgets for future emergency responses by the IRC Ethiopia.
  • Assist in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard.
  • Assist in the review of IRC direct intervention proposals and assist the field team and program unit in drafting proposal and MoU for signing project agreement with relevant regional government Bureaus

Representation, coordination and working relationship

  • Work with IRC Ethiopia program units for increased integration and teamwork.
  • Regularly, represent at relevant emergency coordination forums with NGOs, UN agencies, government Bureaus in regions and share updates on this and emergency situations to supervisor.
  • Assist the all cluster in assessment, preparation of guidelines, other technical documents etc.
  • Organize and share regular IRC update to cluster, including 4WS and 5Ws matrix, on IRC emergency responses.
  • The ERRM shall take any additional responsibilities as requested by his/her supervisor, SERR Coordinator, and CD.

Job Requirements

  • BSc Degree or MSc Degree in Public Health, Environmental Health, Social studies or related from a recognized University.
  • At least 6 years of experience for first degree holders, 2 years of emergency response work experience for post graduate degree holders.
  • 3 years senior level management experience.
  • NGO experience and  handling emergency programs and experience of team mobilization teams and having good knowledge of project management.

Skills Required

  • Excellent project management skills. Ability to plan, organize, and supervise implementation of WASH NFI, ES.NFI, CASH Health, nutrition, and protection related emergency responses.
  • Excellent report and proposal writing skills for WASH NFI, ES/NFI, CASH Nutrition and protection emergency contexts.
  • Self-motivated, honest, highly responsible, and punctual.
  • Work as part of a team as well as to work autonomously when required.
  • Very good at computer skill- Microsoft Office (Word, Excel, Power Point, and e-mail) and use of SPSS and related software
  • Ability to organizing and facilitation of trainings.
  • Skills and experience of staff management, budget management and building effective teams.
  • Have excellent skill on coordination and integration with government actors and other partners.
  • Have excellent interpersonal and communication skills
  • Good command of both spoken and written English and local language of the area is plus.
