Org. Setting and Reporting
The Economic Commission for Africa’s (ECA) mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA’s five strategic directions which are: Advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take a local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.
This position is located in the Africa Trade Policy Centre (ATPC), Regional Integration and Trade Division (RITD), Economic Commission for Africa (ECA), Addis Ababa. The incumbent will work under the general guidance of the Director of the Regional Integration and Trade Division and direct supervision of the Coordinator of the Centre.
Responsibilities
Under the overall supervision and guidance of the Director of RITD and the direct supervision of the Coordinator of the African Trade Policy Centre, the incumbent will be responsible for the following duties:
• Develops socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments in the area of trade and development and more specifically trade, gender and development.
•Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development, including aspects related to gender equality and women’s economic empowerment.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on mainstreaming gender in the AfCFTA.
•Identifies and analyses policy proposals made elsewhere relating to assigned topics.
•Develops draft policy recommendations pertaining to area of work.
•Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on development and trade issues.
•Prepares speeches and other inputs for presentations by senior staff.
•Represents organizational unit at international, regional and national meetings.
•Designs and monitors technical cooperation projects.
•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
•Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Centre’s service.

Education
- An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics or related fields is required.
- A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
- A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
- Practical experience on trade and gender and women’s economic empowerment as well as on international trade and preferential trade arrangements in Africa is required.
- Expertise and knowledge on economics and gender analysis as it relates to regional economic development; conducting assessments of gender perspectives in regional trade agreements using assessment tools or methodologies, economic analysis, analytical works and public-private dialogue is desirable.
- Experience on trade and gender and mainstreaming gender in regional trade agreements and integration of gender sensitivities in trade policy –making and negotiations is desirable.
- 2 years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required; and knowledge of the other is desirable.
- Knowledge of another official United Nations language is an advantage.
Assessment
- Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
