Drought Risk Assessment Expert (AMHEWEAS)

NORCAP is currently in search of a Drought Risk Assessment Expert under the Africa Multi-Hazard Early Warning and Early Action System (AMHEWAS) programme to be based at the African Union in Addis Ababa. This is a 6-month assignment with possible extension.

Background

Since 2013 NORCAP has worked in partnership with the African Union Commission Peace and Security Department (PSD) to meet their growing demand for qualified and specialized civilian experts. NORCAP have supported peace and security initiatives specifically in peace support operations, conflict prevention, and post-conflict reconstruction and development. Based on the AUC need of continued expertise support, NORCAP is expanding the support within and beyond PSD.

There has been a substantial shift of paradigm in transitioning from reactive responses to proactive management of disaster risk since the adoption of the Africa Regional Strategy for Disaster Risk Reduction (DRR) in 2004. The African Union Commission (AUC) has since undergone comprehensive institutional reforms and stepped-up efforts in developing ambitious goals – preparing the continent to take its rightful place in the global arena in line with the Agenda 2063. Since the adoption of the Africa Regional Strategy for DRR, Africa is still experiencing increasing disaster arising from climate change and disaster risks, food insecurity, epidemics, environmental degradation, unsustainable land use practices. Africa is also facing increased drought conditions and food insecurity which is compounded by conflicts and economic volatility.

In 2019, the African Union Commission (AUC) developed the Africa Multi-Hazard Early Warning and Early Action System (AMHEWAS) Programme to reduce disaster losses by 2030. The implementation of the AMHEWAS Programme commenced in 2022.  As part of capacity building and operationalization of the Programme, the AUC seeks support through a Drought Risk Assessment Expert to develop and disseminate drought and food security products early warning products.

Main functions

• Provide technical, professional and intellectual support to the AMHEWAS Situation Room.
• Identify best practices and monitor effectiveness of the implementation of AMHEWAS Programme and support to AU.
• Involvement the in training of seconded member states experts to the AMHEWAS Situation Room.
• Lead the development and production of drought and food security early warning products.
• Foster and ensure implementation of large-scale and long-term initiatives related to Strategic Partnerships on AMHEWAS.
• Support the organization of thematic networks, consultations and meetings on development cooperation and international relations on AMHEWAS.
• Facilitate development of training materials and provide necessary training and support to RECs and MS on AMHEWAS.

Specific responsibilities

• Coordinate the development, validation and endorsement of the drought outlook and food security products for anticipatory action for RECs, member states and partners;
• Develop Standard Operating Procedures for the Drought, and food security early warning bulletins and incorporate these in the AMHEWAS Standard Operating Procedures;
• Provide technical inputs and play a key role in operationalising the AMHEWAS drought outlook product and food security vulnerability assessments;
• Contribute to the development of the Continental Watch Bulletin for floods, riverine and strong wind;
• Design, support and conduct drought and food security monitoring and vulnerability assessments;
• Contribute to the preparations of quarterly and annual progress reports for AMHEWAS Programme; and
• Prepare drought disaster response and management plans.

Qualifications

• At least a Master’s degree or equivalent in relevant technical field such as Hydrology, Geography, Climate Science, Agriculture, Food security, Water Engineering, Water Resources Management, Water Resources Engineering or other closely related field.
• A minimum of 5 years of technical experience in the DRR field, food security or equivalent.
• At least 5 years of working experience as a recognized technical expert in disaster management, drought risk and food security management, in a reputable or regional organization;
• Strong organizational, research, and oral presentation skills;
• Proven ability to work in a team and intercultural environment, with minimal supervision;
• Hands-on and action-oriented approach;
• Excellent analytical and writing skills;
• Publications in a professional or scientific journal; and
• Management experience and excellent interpersonal skills
• Sound planning and organizational skills
• Ability to negotiate diplomatically
• Ability to facilitate meetings, good accountability and decision-making authority with regard to performance management and professional development
• Proficiency in one of the AU working languages, fluency in another AU language is an added advantage
