Job Description

The International Livestock Research Institute (ILRI) seeks to recruit a Consultant  with experience in engineering, construction, or facility management to temporarily replace the Planning and Monitoring Supervisor and to assume some responsibilities of the Facility Engineer. He/she will also assist with existing projects related to architectural design, design and construction supervision, and other assigned tasks.

The International Livestock Research Institute (ILRI) works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 15 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org.

Objective:

  • Help on drafting and updating multi-year capital expenditure (CAPEX) and operational expenditure (OPEX) plan and budget for the year 2025 and monitor overall expenditure against the budget monthly and produce reports monthly;
  • Verifies all works including planned preventive maintenance work and reactive maintenance work are completed on time, within budget, and with the appropriate quality.  Plays a check and balance role in job card processing;
  • Supervises the landscaping, gardening, and grounds contract to ensure work is completed at an international standard in terms of quality, within the estimated cost, and within the time schedule.  Ensures environmental best practices are implemented in LGG services, work with the manager regarding revising the contract if any and bid procedure.

Main duties and responsibilities:

Supervision, Budget Monitoring and Reporting:

  • Creating and updating project data on the given template and report on dashboard indicators to management monthly;
  • Report on the time, cost, and quality status of CAPEX and OPEX assigned projects highlighting any red flags;
  • Assist in the input and drafting of the 2025 OPEX and CAPEX budgets;
  • Regularly check and control the monthly budget status in collaboration with the finance team;
  • Provide backup support to the helpdesk administrator during absences, ensuring that phones and emails are answered promptly and that all customers are updated on the status of their projects;
  • Other reports as required.

Facility Management and Maintenance:

  • Updating the facility condition assessment data time to time on the changes collaborating with other supervisor;
  • Supervises the implementation of job cards related to basic facility maintenance in offices, labs, hospitality areas and residences to ensure work is completed at an international standard in terms of quality, the work is completed within the estimated cost, and within the time schedule.  (This includes basic repair work, routine plumbing, basic PPM works, painting, gutters etc…  Works requiring oversight of a civil engineer will be referred to the civil works supervisor;
  • Communicates with stakeholders to ensure the job is understood prior to the work, and to ensure the stakeholder is satisfied when the work is completed;
  • Project supervision for the assigned project including developing TOR and managing contracts.

Grounds Management and Maintenance:

  • Supervises the landscaping, gardening, and grounds contract to ensure work is completed at an international standard in terms of quality, the work is completed within the estimated cost, and within the time schedule.   Ensures environmental best practices are implemented in LGG services;
  • Develops and maintains a master plan for environmental stewardship in consultation with EOHS and relative experts;
  • Collaborate with the procurement office and engineering team on the revision of the contract for LLG services, as well as on the bidding procedures if the contract is put out for tender;
  • Oversee the management of farm areas in terms of contract, signage, and use;
  • Oversee the management of campus signage.

Other Duties:

  • Perform quantity surveying, drafting, and AutoCAD work as needed for accurate measurement, cost estimation, technical drawings, and 3D project models.

Final product:

  1. Monthly reports and weekly reports i.e.  ServiceDesk dashboard, budget planning and expenditure space utilization data;
  2. Any TOR or tender document as assigned.

Academic and professional qualifications:

Education:

  • BSc in Architecture, Civil Engineering or Construction and related field

Skills:

  • Excellent knowledge of design and visualizations software such as AutoCAD, ArchiCAD 3D or similar
  • Project management and supervision skills
  • Strong communication and interpersonal skills

Experience:

  • Five years of relevant experience

Duty Station:  Addis Ababa, Ethiopia

Terms of appointment:  The duration of appointment is for 6 months
