Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO is currently supporting the Government of the Federal Democratic Republic of Ethiopia in piloting Integrated Agro-Industrial Parks. The Government of Ethiopia identified the creation of agro-industrial parks as one of the key mechanisms for accelerating the development of the agro-industrial sector in Ethiopia, and it expects this sector to play key role in economic growth of the country over the Second Growth and Transformation Plan 2015/16-2019/20.
Within this framework, FAO Ethiopia and the Italian Agency for Development Cooperation (AICS) have allocated resources to support the implementation of the project “Technical assistance to inclusive and Sustainable Development of Agricultural Value chains in Oromia and Southern Nations, Nationalities and Peoples “Region (SNNPR) – GCP/ETH/095/ITA.
The project will facilitate the development of four (4) efficient, effective, inclusive, and sustainable agricultural value chains (avocado, pineapple, tomato and wheat).
To ensure adequate support to the planned project activities, FAO is seeking to recruit a National Engineer specialist in construction of agriculture infrastructure. An amount of Six hundred fourteen thousand three hundred sixty dollars (614 360 USD) is planned to construct following infrastructure:.
• Extension of the store for fresh tomato in support to Meki Batu Cooperative Union to establish a processing Tomato processing plant in Bulbula Agro Industry park;
• Construction of Five (5) Tomato Transit facilities stores and market shades for primary cooperative affiliated to Meki Batu cooperative union;
• Construction of One (1) Wheat aggregation store for Lume Adama Union;
• Construction of Two (2) wheat grain stores for Primary cooperatives affiliated to Lume cooperative union
• Construction of Five (5) wheat seeds stores affiliated to Lume cooperative Union.
• Construction of four (4) pesticide stores; one in each of the regions; Arbaminch, Dire dawa, Jigjiga and Kombolcha.
Reporting Lines
The position is under the overall guidance of the FAO Representative in Ethiopia and the direct supervision of the FAO Agribusiness Officer in FRETH to whom the consultant will report on a daily basis.
Technical Focus
The incumbent will provide technical and operational support to ensure proper implementation of the project including any required revision of the designs of the infrastructure components of the project, The incumbent will also provide support in the organization of the whole process leading to the contractual arrangements of construction companies, the supervision of the works until the handover of the infrastructure to beneficiaries.
Tasks and responsibilities
The incumbent is expected to:
• Revise the designs and Bill of Quantities (BOQ )for the infrastructure components of the project and to ensure that the cost estimates are realistic and take into consideration any foreseen line eventual price escalation:
• Pursue consultations meetings with relevant institutions (Federal Cooperative Agency, Oromia Regional cooperative agency, Oromia Regional Bureau of Agriculture and Natural resources), beneficiaries, and with the FAO project team to ensure proper implementation of construction and future maintenance;
• Revise ( to adapt to bill escalation) the draft plans of construction and bill of quantities;
• Present the revised plans (if necessary) to relevant authorities and beneficiaries for approval;
• Integrate the comments and produce final versions of the infrastructure designs and bill of quantities.
• Provide technical assistance to complete the tendering process and provide support in the technical evaluation of the offers;
• Ensure follow-up of the works during the construction phase;
• Assist in the quality control of the works and handover process to the beneficiaries;
• Assist in quality control of the works and handover processes with beneficiaries
• Perform any other duties related to the work within the scope of this consultancy as required
• Perform any other related assignments as assigned.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Candidate should be a national of Ethiopia or resident in the country with a regular work permit.
• Advanced university degree in civil engineering or any construction based sciences or closely related field
• Five years of relevant experience in construction( including agriculture stores and facilities) and supervision of related works
• Working knowledge of English and good knowledge of the local language(s) used at the duty station is required.
