TEAM/PROGRAMME: Humanitarian Emergency Response/ Integrated lifesaving multi-sectoral conflict response

LOCATION:  Nedjo, Kiltu Kara and Mana Sibu IDP Woredas of West Wollega Zone Oromia region.

Purpose of the position holder

Under the guidance of the Emergency Response  Project Manager based in the Nekemte Project Office, the position holder will be responsible for coordinating the CMAM thematic humanitarian response in the West Wollega zone three IDP Woredas ( Nedjo, Kiltu Kara and Mana Sibu). She/he will be responsible to provide technical and operational support in the overall implementation of Nutrition programs and strengthening the Emergency Nutrition response which contributes to the reduction of maternal and under-five morbidity and mortality in the targeted IDP Woredas.  She/he will liaise with and work in coordination with government and non-governmental partners in the zone in implementing the project activities; and will serve as the focal point for the project in the zone. S/he will also be responsible for establishing and maintaining a working relationship with project partners to ensure synergy and maximize resources.

KEY Roles and Responsibilities

CMAM response  coordination

  • With guidance and support from the Emergency Response Project Manager, s/he will be responsible to coordinate the implementation of the Nutrition program in three different districts/one CMAM coordinator per woreda; creates synergy and efficient working relationship with government and other agencies staff at the zone and districts level to ensure smooth program implementation.
  • Leads /coordinates program at the zonal level; supports project staff at the respective district level.
  • Supports capacity building of the zonal health departments, the district health offices and health facilities of program target zones to enable them successfully for implementation of the project
  • Works closely with the Zonal Health Departments in the planning, implementation and monitoring of the overall Nutrition activities in the zone.
  • Provide technical and operational support to the West Wollega Zonal Health Department; coordinates and support the conduct of joint supportive supervision to health workers at health centres and health extension workers at health posts.
  • Works closely with the Zonal Health Departments and district Health Offices to ensure the availability and reliable supply of CMAM commodities and supplies for the successful implementation of the program
  • Ensures that all Nutrition training for government and Save the Children’s staff are of a high standard and based on the national implementation plans.
  • Ensures that regular supportive supervision of HEWs and health facilities, and review meetings are as per the schedule and are coordinated with the local government-led supervisions /review meetings
  • Participates in the development of the work plan, and ensures the achievement of specific assigned objectives.
  • Provides guidance and support to Nutrition staff in the districts in meeting project objectives.
  • Supports demand creation activities in the Zone by ensuring timely initiation and implementation of agreed-upon activities
  • Supports the implementation of M&E activities
  • Attending humanitarian actors sector and inter-sectoral coordination meetings regularly to represent Save the Children int.

Reporting

  • Prepares and submits quality and timely activity reports [weekly, monthly, quarterly, interim and final] to the immediate supervisor as per the agreed format and timeline.
  • Document & submit findings and recommendations of field visits for follow-up action.
  • Contributes to documentation of good practices and lessons learnt.
  • Prepares any other report that may be required to fulfil the government or donor requirement.
  • Preparing cases and success stories of the Emergency Nutrition Response

Staff Supervision and management

  • Supervises Project staffs
  • Approves performance objective of subordinates and conduct an annual performance review. Provide staff coaching and mentoring.

External coordination and representation 

  • Building strong partnerships and working closely with Zonal and district Health Offices, as well as other non-governmental partners
  • Serves as the project focal person in the Zone and represents the project in working groups and partnerships as required
  • Performs any other tasks and responsibilities as assigned by the unit head/his or her supervisor

QUALIFICATIONS AND EXPERIENCE           

  • BSC or Masters in Nursing, Nutrition or Public Health
  • Minimum of five years working experience for BSc and three years and above experience for Masters holders related to Nutrition and related public service implementations in Emergency and development approaches.
