Travel:

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements;

b) If official travel is required, and subject to (local) Covid-19 health permission, such travel shall be at UNDP’s expense in accordance with UNDP’s travel guidance and policy, and the personnel shall receive a per diem not to exceed United Nations daily subsistence allowance rate.

Office/Unit/Project Description:

The African Minerals Development Centre (AMDC) was established as the coordinating arm for the African Union Commission (AUC) to implement the African Mining Vision (AMV). It aims to ensure minerals play a greater transformative role in the development of the continent. The role of the AMDC is set by the directive of the African Union Conference of Ministers Responsible for Mineral Resources Development. The twenty-sixth ordinary session of the Assembly of African Union Heads of State and Government (AU-AHSG) held on 30th January 2016 in Addis Ababa, Ethiopia adopted Statutes establishing the AMDC as a semi-autonomous Specialized Agency of the African Union (Decision No. Assembly/AU/Dec.589 (XXVI)). The AU Assembly Heads of State and government in its July 2018 summit in Nouakchott, Mauritania further decided the AMDC shall be hosted by the Republic of Guinea (under Decision No. Assembly/AU/Dec.697 (XXXI)).

Recently, the AUC and the UNDP have been partnering to support the AMDC in developing its five-year Business Plan and organizing the First Africa Forum on Mining. The AMDC is being supported through the ACP-EU Development Minerals Programme (Phase II), initiated by the Secretariat of the OACPS (the Organisation for African, Caribbean and Pacific States, formerly known as the ACP Group of States), financed by the European Commission and UNDP, and implemented by UNDP at the request of the OACPS. This arrangement seeks to ensure the effective implementation of the services of the AMDC through a coordinated approach under a professional and semi-independent structure. This will allow the AMDC to respond to AU members’ needs with the flexibility and swiftness needed to address the current challenges in the mineral sector.

Therefore, UNDP is seeking to engage an Administrative & Finance Officer to perform administrative support tasks in coordination and finance, to contribute to the strategic goals and objectives of the AMDC. The AMDC in the interim period of the first 12 months will comprise the Interim Director, three technical staff and several consultants.

Institutional Arrangements:

  • The Administrative and Finance Officer will report to the Interim AMDC Director;
  • The position will be administered by the ACP-EU Development Minerals Programme.

DUTIES AND RESPONSIBILITIES

Scope of Work: The Administrative & Finance Officer will be responsible for providing administrative, coordination and financial management support.Particularly, the Administrative & Finance Officer shall perform the following duties and responsibilities:

Overall:

  • Support the Interim AMDC Director in ensuring the adherence of AMDC’s operations to UNDP’s rules and regulations.

Financial management:

  • Monitor budgets and expenditures and contribute to budget planning and revision;
  • Ensure the financial transactions are authorized, recorded, filed with adequate supporting documentation, and maintained;
  • Prepare and submit timely and reliable financial updates, reports and statements;
  • Support the conduct of financial audits of the AMDC.

Human resources and procurement:

  • Support the Interim AMDC Director and the ACP-EU Development Minerals Programme-Phase II in administering recruitment and procurement of goods and services in accordance with UNDP rules and procedures;
  • Support the Interim AMDC Director and staff in operational aspects of establishing a network of experts;
  • Create, update and maintain organized files and records related to such, ensuring confidentiality of records.

Travel and meeting-related administrative work:

  • Assist in coordinating the travel of AMDC’s management, staff, consultants and senior partners which relates to the implementation of AMDC’s Business Plan;
  • Assist in organizing and participate in work planning and progress reporting meetings;
  • Assist in organizing meetings and events with Regional Economic Communities (RECs) of the AU and Member states for implementation of the AMDC’s Business Plan;
  • Assist in organizing Steering Committee meetings and other statutory meetings;
  • Perform other relevant operational and administrative duties as relate to the implementation of AMDC’s Business Plan and the Standard Letter of Agreement between UNDP and AUC on the Institutional Support to the AMDC (LOA).

REQUIRED SKILLS AND EXPERIENCE

Minimum Academic Qualifications:

  • A Master’s degree in Accounting, Finance, Business/ Public Administration or another relevant field from a recognized educational institution;
  • Bachelor’s degree in above areas with two (2) additional years of relevant experience is accepted in lieu of the Master’s degree.

Minimum years of relevant Work experience:

  • Two (2) years of relevant work experience in a comparable international organization, in at least three of the areas below:
    • financial accounting, monitoring and reporting, budget planning, processing of transactions, use of financial management systems, audit;
    • procurement of goods and services, human resource support;
    • event organization, travel organization;
    • building and asset management; document and information management; operating IT systems (Office, Word, Excel, PowerPoint, Outlook, etc.) and provision of basic support.

Required skills:

  • Knowledge and understanding of the operational frameworks of UNDP, AUC and/ or other comparable international organizations, and ability to effectively use and apply the relevant operational rules and procedures;
  • Requisite skills in the usage of software packages (Office, Word, Excel, PowerPoint, Outlook, etc.) and handling of web-based management systems (Share Point, Microsoft team, etc.).

Language(s) (at working level):

  • English is required;
  • Proficiency in French is an added advantage.
